IntroductionThe first aim of the T.E.F.I.’ s transnational activity Barriers andLearning is to <strong>id</strong>entify explicit and h<strong>id</strong>den obstacles and difficultieshindering migrants and national (ethnic) minority groups’ into theprimary labour market. In a second step the different strategies toovercome those obstacles and difficulties are presented. It shows thatthe development of designs for learning enabling personaldevelopment processes is essential for the different approaches.Thereby it becomes clear that the constructions do not depend on thecomposite of the draughtsmen’s group alone but also on the politicaland legal tradition and actual context of the developmentpartnerships’ country of origin.So it may be helpful to start with some basic thoughts about arepublican paradigm and a more liberal understanding of democracyand the democratic process for example according to Habermas 1 . Theprevailing view predetermines the manner how migrants and national(ethnic) minority groups are taken into account.
