QUANTITATIVE AND QUALITATIVE<br />
OPEN SPACE PARAMETERS<br />
STEP 05 defined quantitative parameters for Vienna’s<br />
supply with green and open spaces. These parameters<br />
ensure quality of life and are thus applied in new<br />
urban development zones and in case of retroactive<br />

densification. The City of Vienna will make use of these<br />
important quantitative parameters as a guideline<br />
and basis for the development of a manual that takes<br />
account of varying preconditions in urban quarters.<br />
In this context, qualitative aspects are added as well,<br />
since they are of paramount significance for the quality<br />
of use afforded by green and open spaces.<br />
Adaptation of existing parameters and addition of quality<br />
criteria (inter alia, qualities such as the accessibility of<br />
open spaces by public transport and on foot are to be defined;<br />
various types of zones for this purpose are to be discussed<br />
as well).<br />
Development of qualitative demand and requirement pro -<br />
files for public spaces in urban expansion zones and integration<br />
into development processes.<br />
FAIR SHARES IN,<br />
AND INTELLIGENT USE OF, THE CITY<br />
The open space potentials of cities are limited; in<br />
a growing city and an era of tight public budgets,<br />
existing potentials must be made intelligent use of to<br />
enable all citizens with their different needs and<br />
requirements to enjoy access to high-quality open<br />
spaces. The motto “Fair shares in, and intelligent use<br />
of, the city” will thus be employed by the City of Vienna<br />
to implement a set of measures that contribute to<br />
more quality, less resource consumption and efficient<br />
use of public funds today and tomorrow. The plans<br />
will be backed up by the findings of pilot projects for<br />
gender-sensitive park and open space design. Local<br />
residents will be involved even more than in the past in<br />
redesign and quality improvement measures. Participation<br />
processes are in particular to reflect an<br />
adequate female quota.<br />
Implementation of nature-inspired green space design<br />
concepts for cost-efficient yet high-quality solutions (e. g. also<br />
green spaces designed as “urban wilderness”) – these still<br />
unusual forms of green space design require a novel understanding<br />
of their purpose and character.<br />
Concentration of compensation and balancing measures<br />
in strategically important points of the green space<br />
network (e. g. setting-up of a “landscape account” platform<br />
( Landscape account).<br />
In the context of sewer and road construction or maintenance<br />
works, etc., it is assessed whether improvements of<br />
public space or street design can be implemented simultaneously<br />
(as was done in 2013 in Ottakringer Strasse).<br />
Installations and additions to the streetscape as well as<br />
urban furniture must be arranged in a way that ensures<br />
that they will enhance public space quality without impeding<br />
the fluidity of traffic and pedestrian movement.<br />

conversion, reuse and redesign of streetscapes<br />

Development of modalities and models that enable the<br />
intensified multiple use of open spaces in public institutions,<br />
such as schools, kindergartens, swimming pools and sports<br />
