2 VIENNA: BUILDING THE FUTURE<br />
Furthermore, a sufficient volume of new green<br />
zones, areas for social infrastructure facilities<br />
as well as for industry, commerce and technical<br />
infrastructure must be provided. For this purpose,<br />
existing land reserves and potentials already<br />
identified shall be used. New urban quarters<br />
currently under development, e. g. Vienna<br />
Main Station, the former Nordbahnhof area and<br />
aspern Vienna’s Urban Lakeside, as well as other<br />
attractive zones with high potential, such as the<br />
Nordwestbahnhof or Franz-Josefs-Bahnhof sites,<br />
plus a wealth of smaller construction projects<br />
will assume a central position for growth management.<br />
In addition, brownfield and underused<br />
sites as well as the built city are bound to change<br />
and “absorb” new inhabitants. Established urban<br />
sub-centres and neighbourhood centres requiring<br />
further development will fulfil more comprehensive<br />
supply tasks for the population in a “city of<br />
short distances”. Transformation and growth will<br />
be used to realise comprehensive quality improvements<br />
in the already existing city. This sort of<br />
reshaping and reordering of the city requires the<br />
involvement and participation of citizens in order<br />
to recognise their manifold needs, eliminate concerns,<br />
make use of local know-how and attain<br />
results that take account of different perspectives<br />
and, in particular, the interests of less well-organised<br />
and vociferous groups.<br />
Moreover, the evolution of the architectural and<br />
spatial structure of the city also focuses on<br />
energy efficiency issues – in this respect, Vienna<br />
can draw on extensive experience with lowenergy<br />
and passive house standards. Based on<br />
this experience, further technical developments<br />
(keyword: Energy-plus building ) are encouraged<br />
while aiming for quarter and neighbourhood<br />
structures that contribute to reducing the ecological<br />
footprint of residents.<br />
