FOCUS<br />
High-quality centres need offices<br />
and retail trade as well as restaurants,<br />
public and cultural institutions, multimodal<br />
accessibility, but also housing<br />
space and related supply facilities. To<br />
allow for and preserve this variety of<br />
use, fine-tuned public interventions and<br />
investments that generate impulses for<br />
private investment are called for. This in<br />
its turn requires strategic control and<br />
interdisciplinary, cross-cutting co-operation<br />
over long periods.<br />
LOCATION DEVELOPMENT<br />
Existing and future city and neighbourhood<br />
centres are areas of special importance<br />
for both inhabitants and the realestate<br />
business. Successfully developed<br />
locations and real-estate projects render<br />
urban life more attractive – conversely,<br />
real-estate speculations may also impede<br />
desirable developments, e. g. if competition<br />
by shopping malls damages smallscale<br />
retail shops or speculators cause<br />
land prices to mushroom. For this reason,<br />
urban design needs centre development<br />
concepts and instruments that are<br />
customised for each location and aim<br />
for economic viability and improvement<br />
of the common good.<br />
