Growth and structural change in the city pose novel financing<br />
challenges for planning and implementation processes, efficiency<br />
and speed. The City of Vienna remains committed to the comprehensive<br />
provision of services of general interest; however, the<br />
City Administration must adapt its procedures to these changed<br />
requirements. However, land owners and investors should make<br />
fair contributions in cases where public development measures<br />
yield substantial increases in the value of their properties. New<br />
instruments must be developed that enhance funding security<br />
and allow for more flexible action adapted to the requirements of<br />
the moment.<br />
DEVELOPMENT ZONES<br />
To safeguard the efficient, high-quality implementation<br />
of large-scale urban development projects, the City<br />
of Vienna will apply the principle of “one-stop urban<br />
development” in potential development zones. Inspired<br />
by successful existing models (e. g. Wien 3420 Aspern<br />
Development AG, U2 Stadtentwicklung GmbH), development<br />
management offices are set up in suitable<br />
areas for the interdepartmental realisation of projects<br />
and the formal, contractual definition of both rights<br />
and contributions of the public sector, land owners and<br />
investors. Development zones are to leave space for<br />
initiatives and ideas of different interest groups and in<br />
this way feed a new dose of creativity into development<br />
processes.<br />
Formulation of modalities to define development zones.<br />
Setting-up of development zones, e. g. by making use<br />
of the results of target area management and other multineighbourhood<br />
planning and development processes to<br />
launch development zones.<br />
Use and development of new land mobilisation instruments.<br />

Creation of an organisational and – if need be – legal<br />
basis for work in development zones: e. g. by means of new,<br />
more flexible zoning methods, PPP financing models, flexibility<br />
in such fields as structural engineering, building use<br />
and organisational modes as well as by establishing corresponding<br />
administrative competencies.<br />
