1 VIENNA: SETTING THE STAGE<br />
The adoption of STEP 2025 on 25 June 2014 by<br />
the Vienna City Council marks the final point of a<br />
development process that, spanning over two<br />
years, has led to the formulation of a common<br />
understanding of central challenges and of corresponding<br />
strategies and initiatives. However, at<br />
the same time, it provides the starting-point for<br />
the effect that STEP will exert on Vienna’s future<br />
urban development policy.<br />
STEP AS A<br />
STARTING-POINT<br />
In three chapters, the Urban Development Plan<br />
2025 sketches a picture of the city and the future<br />
generations who will live and work in Vienna:<br />
Vienna: building the future: the vision of a new<br />
urbanism in the city of the future<br />
Vienna: reaching beyond its borders: the vision<br />
of the future position of Vienna as a city of business<br />
and research, in the metropolitan region<br />
and in the European competition between locations<br />
Vienna: networking the city: the vision of the<br />
future of mobility, green and social networks as<br />
the backbone of the city until 2025 and beyond<br />
STEP 2025 is the first-ever Urban Development<br />
Plan for Vienna that was not dated with its year of<br />
genesis but points towards the future. In this way,<br />
STEP 2025 wants to focus explicitly on a vision<br />
of the city of tomorrow and to address future<br />
issues. All strategies, initiatives and instruments<br />
named in the Urban Development Plan hence do<br />
not arise merely from critical stocktaking but<br />
are actually oriented towards this future scenario.<br />
