The concentration of research, science, development and hightech<br />
production in shared or well-networked locations facilitates<br />
the building of innovation networks, in whose context research<br />
and application mutually inspire and advance each other. To<br />
further the emergence of such innovation networks, the specific<br />
location requirements of different industries must be taken<br />
account of.<br />
To be able to offer the best spaces and locations for manifold<br />
needs, close co-operation between public institutions, universities,<br />
universities of applied sciences, research institutions and enterprises<br />
as well as suitable instruments and competencies of the<br />
city administration are inter alia called for. For this reason, Vienna<br />
wants to encourage co-operation ventures and to develop as<br />
well as fine-tune sets of instruments that create optimised spatial<br />
preconditions for Vienna as a hub of business and science.<br />

LAND RESERVES FOR INDUSTRIAL ENTERPRISES<br />
To protect Vienna’s economic position<br />
in the long run, it is necessary<br />
to reserve both existing industrial<br />
zones and set new areas aside<br />
for industrial production (for example<br />
by means of the Viennese<br />
Analysis of Industrial and Commercial<br />
Areas ). Currently, the<br />
pressure to reclassify plots suited<br />
for production and industrial purposes<br />
as housing and office land<br />
is massive; the City of Vienna<br />
decidedly opposes this pressure.<br />

To ensure that there will be suitable locations and adequate conditions for all<br />
economic sectors, to promote industries with special future viability and to make<br />
use of potentials for synergy as well as to support targeted location and incentive<br />
strategies, appropriate industrial zones are to be reserved by means of provisions<br />
in the land use and zoning plan and/or agreements under private law. Types of<br />
use that would hamper corresponding uses of such sites will be prevented.<br />
Identification and development of adequate, additional plots to be used at short<br />
notice for industrial and commercial locations in close consultation between the<br />
Administrative Group for Urban Planning, Traffic & Transport, Climate Protection,<br />
Energy and Public Participation and the Vienna Business Agency.<br />
Assessment of the practicability of compensation measures in case of changed<br />
use of industrial and commercial areas – e. g. by means of a fee or the creation/<br />
provision of substitute plots.<br />
Development and application of an objective and transparent evaluation procedure<br />
regarding the reclassification of existing industrial and commercial areas.<br />
Establishment of active quarter management offices based on the “Standpunkt<br />
Liesing” model in order to tap potentials for co-operation between enterprises and<br />
to actively promote and market locations.<br />
