nutriti<strong>on</strong> rEHabilitati<strong>on</strong> CEntrEs oF maDHYa PraDEsH –<br />
innovati<strong>on</strong>s For rEPliCati<strong>on</strong><br />
ProblEm statEmEnt<br />
Madhya Pradesh has 12.6 lakhs severely-wasted<br />
children, the highest in the country. as per nati<strong>on</strong>al<br />
data, Madhya Pradesh is home to about 1.89 lakhs children<br />
with medically complicated SAM. Since the mortality rate<br />
for these children is approximately 9 times higher than<br />
that of healthy children, it becomes imperative to provide<br />
them with immediate medical treatment and nutriti<strong>on</strong>al<br />
rehabilitati<strong>on</strong>.<br />
ProgrammE DEsCriPti<strong>on</strong><br />
Bal Shakti Yojana was launched in October 2005, whereby<br />
nutriti<strong>on</strong> Rehabilitati<strong>on</strong> Centres (nRC) were established<br />
in District Hospitals and later <strong>on</strong> scaled-up across the State.<br />
There are 314 nRCs in Madhya Pradesh, with a minimum<br />
of <strong>on</strong>e nRC per block:<br />

Promoting maternal health and nutriti<strong>on</strong>: Mothers<br />
are provided with a free balanced and nutritive diet.<br />
The daily menu is planned keeping in view the RDa<br />
of an adult pregnant/lactating mother. Maternal<br />
micr<strong>on</strong>utrient supplementati<strong>on</strong>, is ensured al<strong>on</strong>gwith<br />
examinati<strong>on</strong> of co-existent medical ailments.<br />
Linking of family planning service and catering to<br />
unmet need: About 54% i.e. 12,367 eligible mothers<br />
have accepted some form of family planning method<br />
during their nRC stay.<br />
Promoting standardised counselling through use<br />
of counselling tools for NRCs: An illustrative flip<br />
book guide was developed <strong>on</strong> an essential nutriti<strong>on</strong><br />
package, which equipped the feeding dem<strong>on</strong>strators/<br />
anMs/grass root level health volunteers with the<br />
required iPC knowledge and skills.<br />
Promoting Infant and Young Child Feeding (IYCF)<br />
practices in NRCs through Supplementary Suckling<br />
Technique (SST): ‘Mother’s Milk Insufficiency’ (MMI)<br />
is addressed by supporting the mother to breastfeed<br />
while simultaneously administering supplemental<br />
milk via an oro-pharyngeal gastric tube attached to<br />
the breast.<br />
Development of training modules <strong>on</strong> facility-based<br />
management of SAM for medical pers<strong>on</strong>nel, staff and<br />
•<br />
other fr<strong>on</strong>t line functi<strong>on</strong>aries: The F-SAM training<br />
modules have been developed in both English and<br />
Hindi, in c<strong>on</strong>sultati<strong>on</strong> with nati<strong>on</strong>al stalwarts.<br />
Strengthening c<strong>on</strong>vergence with line department viz.<br />
DoWCD for improved identificati<strong>on</strong> and referral of<br />
SAM: The fr<strong>on</strong>tline functi<strong>on</strong>aries of ICDS i.e. AWWs<br />
have been trained and provisi<strong>on</strong>ed with MUAC tapes<br />
for early identificati<strong>on</strong> and referral of SAM.<br />
ProgrammE outComEs<br />
Out of 1, 28,000 SAM children treated in 2014-15 in the<br />
entire country, 73200 were treated in Madhya Pradesh.<br />
Evaluati<strong>on</strong><br />
1. a third-party impact assessment study of nutriti<strong>on</strong><br />
Rehabilitati<strong>on</strong> Centres in Madhya Pradesh was d<strong>on</strong>e<br />
by Public <strong>Health</strong> Foundati<strong>on</strong>, india (PHFi), new Delhi<br />
in 2012-13.<br />
2. In 2013-14, UNICEF in collaborati<strong>on</strong> with Gajaraja<br />
Medical College, gwalior, undertook an evaluati<strong>on</strong><br />
study to assess impact of nRC programme in MP.<br />
FinanCial invEstmEnt<br />
Under NHM GoMP, an illustrative cost of 3090/- per SAM<br />
child (bifurcated as treatment cost @ Rs. 1880/- and followup<br />
cost @ Rs. 1210/-) is approved.<br />
Cost of free diet and diagnostics for mothers of admitted<br />
SAM children are borne through the State budget. In<br />
additi<strong>on</strong>, an annual maintenance cost of Rs. 30,000/- and<br />
Rs. 50,000/- for 10- and 20-bedded nRCs respectively, is<br />
provisi<strong>on</strong>ed for taking care of minor repair of equipments,<br />
provisi<strong>on</strong> of age-appropriate toys, replacement of damaged<br />
essential logistics etc., of these centres.<br />
C<strong>on</strong>Clusi<strong>on</strong>s/lEss<strong>on</strong>s lEarnt<br />
nRCs of Madhya Pradesh have focused <strong>on</strong> facility-based<br />
management of SAM. This is primarily because a suitable<br />
nutriti<strong>on</strong> therapy that can be used in the community is<br />
still not available in the country.<br />
