ProbleM stateMent<br />
Effective c<strong>on</strong>trol over timely release of funds to 53850<br />
facilities, especially for those at the community level<br />
such as Sub-centres, Primary <strong>Health</strong> Centres and Village<br />
<strong>Health</strong> and Sanitati<strong>on</strong> Committees, where the accounts<br />
for expenditure incurred are maintained by n<strong>on</strong>-accounts<br />
pers<strong>on</strong>s like Pharmacists, ANMs and AWWs.<br />
PrograMMe DescriPti<strong>on</strong><br />
The State has taken up the following activities:<br />
1. Steps to ensure that the funds are received by SHS<br />
through the treasury within an average period of<br />
<strong>on</strong>e m<strong>on</strong>th, from the date of receipt in treasury from<br />
Government of India.<br />
2. Implementati<strong>on</strong> of PFMS in the State: Public Financial<br />
Management System (PFMS) was initiated and Direct<br />
Benefit Transfer was rolled out in all 30 districts and<br />
expenditure filing was initiated in the last quarter of<br />
2014-15.<br />
3. PIP module in ERP-based accounting software: The<br />
State has developed and implemented ERP-based<br />
accounting software under NHM with a PIP module<br />
built in the same.<br />
4. Performance appraisal of accounts pers<strong>on</strong>nel using a<br />
checklist is implemented at district and sub-district<br />
levels to take a judicious decisi<strong>on</strong> <strong>on</strong> further extensi<strong>on</strong><br />
of c<strong>on</strong>tracts.<br />
5. From August 2014 assessment of financial performance<br />
and a system of awarding best financially-managed<br />
districts in KBK+ and n<strong>on</strong>-KBK areas was initiated.<br />
This is based <strong>on</strong> the performance indicators such<br />
as timely release of funds, financial progress,<br />
implementati<strong>on</strong> of DBT and PFMS, internal c<strong>on</strong>trol,<br />
submissi<strong>on</strong> of FMR and SFP (timeliness and quality),<br />
c<strong>on</strong>current audit etc.<br />
6. From July 2014 to ensure adherence to the financial<br />
and programme-related guidelines and proper<br />
internal c<strong>on</strong>trol mechanisms, the c<strong>on</strong>current audit<br />
system has been kept intact in the system <strong>on</strong> a<br />
m<strong>on</strong>thly basis.<br />
PrograMMe outcoMes<br />
The major achievements of the above system strengthening<br />
initiatives are given below:<br />
1. Prompt receipt and release of funds to districts<br />
enabling them to take up the approved activities<br />
in time.<br />
2. Better maintenance of financial records, adherence<br />
to financial and programme guidelines, ensuring<br />
transparency in the system.<br />
3. Early liquidati<strong>on</strong> of advances leading to better<br />
absorpti<strong>on</strong> of funds.<br />
4. Cash-/paper-less transacti<strong>on</strong>s leading to better internal<br />
c<strong>on</strong>trol in the system.<br />
5. PIP-based reporting leading to better m<strong>on</strong>itoring of the<br />
implementati<strong>on</strong> of activities.<br />
6. Corrective measures have been taken <strong>on</strong> a m<strong>on</strong>thly<br />
basis through c<strong>on</strong>current audit.<br />
