ProblEm statEmEnt<br />

Severe and Acute Malnutriti<strong>on</strong> (SAM), increases the<br />

risk of death am<strong>on</strong>g children, under five, to upto<br />

nine times. According to NFHS-III (2005-06) about 11.8%<br />

of children below 5 years of age, in the State, have a very<br />

low weight for height (< - 3SD) with limited access to care.<br />

On the basis of these estimates, at any given point in time<br />

there may be around 5 lakh children, in Jharkhand, who<br />

need to be treated for SAM.<br />

Under NHM, Department of <strong>Health</strong> and Family Welfare<br />

has established a network of 88 Malnutriti<strong>on</strong> Treatment<br />

Centre which provide facility based care and treatment<br />

to children with severe and acute malnutriti<strong>on</strong>. The State<br />

is equipped with 1025 beds to cater to severely wasted<br />

children.<br />

ProgrammE DEsCriPti<strong>on</strong><br />

an initiative has been taken up by the<br />

department (with support from UNICEF) to<br />

establish a robust m<strong>on</strong>itoring and reporting<br />

system. A new <strong>on</strong>line MIS has been created<br />

which will improve the child wise data entry<br />

through built in validati<strong>on</strong> checks, improve<br />

follow-up mechanism through SMS based<br />

tracking, strengthen linkages between health<br />

and ICDS to improve bed occupancy and<br />

assist the District Collectors, Civil Surge<strong>on</strong>s<br />

and others to track progress of malnutriti<strong>on</strong><br />

treatment centres in their districts. The data sets<br />

will be automatically compiled at the district/<br />

State level and system generated reports can be<br />

viewed by the nodal officers.<br />

Levels of M<strong>on</strong>itoring<br />

Under the new MIS, provisi<strong>on</strong>s have been<br />

made for specific dashboards for State and<br />

district officials, as well as system generated<br />

letters for improving bed occupancy and<br />

follow-up.<br />

ProgrammE outComEs<br />

Major advantages of the <strong>on</strong>line MIS are as follows:<br />

• accurate reporting with inbuilt checks and validati<strong>on</strong><br />

tools.<br />

• Real time transmissi<strong>on</strong> of informati<strong>on</strong> from the MTC<br />

to the State level.<br />

• Strengthening the follow up mechanism: automatic<br />

SMS alerts to caregivers and Sahiya/AWW for timely<br />

follow up of the children discharged from the MTCs.<br />

• Promoting counselling at AWC level: Counselling<br />

messages to Sahiya/AWW <strong>on</strong> topics like breast<br />

feeding, complementary feeding, hygiene and<br />

growth m<strong>on</strong>itoring activities in order to assist her<br />

in counselling the caregivers of children discharged<br />

from the MTC.<br />

• M<strong>on</strong>thly SMS to officials: The system is enabled to<br />

send SMS to officials (State and districts) giving them a<br />

brief report <strong>on</strong> all outcome indicators (Bed Occupancy<br />

Rate, Cure Rate and avg. Weight gain Rate). This may<br />

be used as a m<strong>on</strong>itoring and review tool.<br />

Software is equipped with additi<strong>on</strong>al features wherein<br />

media clipping, official letters and initiatives can be<br />

uploaded.<br />
