Department of <strong>Health</strong> and Family Welfare introduced fair price diagnostic facilities (CT<br />
scan, MRI scan, digital X-ray) and dialysis services in government hospitals to reduce<br />
household out–of-pocket expenditures. West Bengal Services Corporati<strong>on</strong> Ltd. has<br />
implemented this programme at the sub-divisi<strong>on</strong>al hospital level and above through<br />
public private partnership. The corporati<strong>on</strong> procured all required equipment amounting<br />
to Rs. 147 crore from vendors selected through a competitive bidding process. an Outcome<br />
and M<strong>on</strong>itoring (O&M) partner, is also selected through a competitive bidding process,<br />
who is resp<strong>on</strong>sible for the entire operati<strong>on</strong> and management of these facilities with their<br />
own resources including deployment of Medical, Technical and other pers<strong>on</strong>nel and<br />
maintenance of the equipment. The O&M partners charge a user fee lower than market<br />
prices from the beneficiary for utilisati<strong>on</strong> of the services. As part of an agreement with Rogi<br />
Kalyan Samiti, the O&M partner has to pay a fixed c<strong>on</strong>cessi<strong>on</strong> fee to the c<strong>on</strong>cerned hospital<br />
<strong>on</strong> a quarterly basis which is utilised to provide free services to poor and the vulnerable<br />
secti<strong>on</strong>s. Since incepti<strong>on</strong> 8938 patients have availed of benefits up to Rs. 50.8 lakhs from the<br />
services provided for fee.<br />
