High vacancy rates for specialist positi<strong>on</strong>s ranging<br />

from 60 to 70% in the public health facilities is further<br />

accentuated by a lack of rati<strong>on</strong>al deployment. Reas<strong>on</strong>s for<br />

specialists’ unwillingness to serve in rural areas include<br />

n<strong>on</strong>-competitive salaries, lack of basic amenities and<br />

educati<strong>on</strong> facilities for their children etc. This has resulted<br />

in the State not being able to fully functi<strong>on</strong>alize the FRUs<br />

and other sec<strong>on</strong>dary health facilities.<br />

nEw usEr rEgistrati<strong>on</strong><br />

ProgrammE DEsCriPti<strong>on</strong>s<br />

The Short Term Certificate Course for Medical Officers<br />

started in Maharashtra in 2011, is essentially a 6-m<strong>on</strong>ths<br />

training course in Tertiary Care Hospitals/Medical<br />

Colleges. The objectives of the course include (a) updating<br />

the knowledge of MOs in n<strong>on</strong>-surgical specialty such as<br />

Medicine, Pediatrics, Mental Disorders etc. (b) improving<br />

their understanding of ECG, Heart Disease, Septicemia<br />

in new born and treatment for malnutriti<strong>on</strong>. The trained<br />

Medical Officers are posted at FRU level for these specialty<br />

services. The MOCP training batches are evaluated<br />

every year.<br />

ProgrammE outComEs<br />

72 doctors have so far been trained in Medicine and 97<br />

in Pediatrics. Skill enhancement of these doctors has<br />

helped in health care delivery in the field of Medicine and<br />

Pediatrics where Specialists are not available. Lowering<br />

of CDR (Crude Death Rate - 6.2); IMR (Infant Mortality<br />

Rate - 24) and U5MR (Under 5 Mortality Rate - 26) in the<br />

State can be partially attributed to this initiative.<br />

FinanCial invEstmEnts<br />

grants sancti<strong>on</strong>ed for this initiative over the years are<br />

Rs. 22.60 Lakh in 2012-13; Rs. 30.20 Lakh in 2013-14 and<br />

Rs. 30.20 Lakh in 2014-15.<br />
