individuals.<br />

3. Counselling carriers and sufferers about marriage and<br />

the importance of regular treatment.<br />

4. Providing screening facilities at Primary <strong>Health</strong><br />

Centres, Rural Hospitals, and Sub- District Hospitals<br />

and District Hospitals.<br />

5. Referring positive cases from Solubility positive<br />

samples for electrophoresis test to the nearest<br />

Electrophoresis Testing Centre.<br />

6. Providing Prophylactic and Symptomatic treatment at<br />

Primary <strong>Health</strong> Centres, Rural Hospitals and District<br />

Hospitals.<br />

7. Training of Medical officers and other paramedical<br />

staff at PHC, RH and DH for testing, counselling and<br />

treatment.<br />

Out of a total of 2303 <strong>Health</strong> Instituti<strong>on</strong>s, 1215 including<br />

PHCs, RHs, SDH, DH, Women’s Hospital, speciality<br />

hospitals and Medical Colleges, are involved in SCD<br />

C<strong>on</strong>trol.<br />

The service package has been made for various levels<br />

of health instituti<strong>on</strong>s and service provisi<strong>on</strong> in SCDCP<br />

include free solubility testing, free Electrophoresis testing<br />

(Electrophoresis centre), counselling, regular health checkup<br />

of sufferers, prophylactic and symptomatic treatment<br />

to be provided, blood transfusi<strong>on</strong> to Sickle Sufferer if<br />

blood storage centre or blood bank is available, specialty<br />

treatment, maintenance of records and register, and<br />

provisi<strong>on</strong> of day-care centre.<br />

Colour coded cards are used under the programme-White<br />

Card for Negative, Yellow card for the Disease Carrier and<br />

Red Card for disease Sufferer.<br />

PrograMMe outcoMes<br />

1. Since 2009 under Sickle cell Disease c<strong>on</strong>trol<br />

Programme 1,38,48,343 solubility testing has been<br />

d<strong>on</strong>e from which 1,60,866 carriers (1.16%) & 13,499<br />

(0.09%) sufferers has been identified and Yellow and<br />

red cards have been distributed respectively up to<br />

March 2015.<br />

2. Out of 13,499 Sufferers detected 13,458 (99%) patients<br />

are taking regular treatment.<br />

3. After Counselling out of 62,770 married Sickle cell<br />

carriers, 56,686 (90%) carriers are married to healthy<br />

partners and out of 3,020 married sufferers, 2,716<br />

(90%) sufferers are married to healthy partners.<br />

iMPleMenting Partners<br />

Sickle cell disease is implemented in 9 districts through<br />

NGO’s. Also, 8 Government Medical colleges are involved<br />

in this Programme.<br />

c<strong>on</strong>clusi<strong>on</strong>s/less<strong>on</strong>s learnt<br />

Additi<strong>on</strong> of Caste/tribe in the colour coded SCD Card<br />

will be d<strong>on</strong>e so as to help track racial profiling at all<br />

service outlets. A mechanism of digital tracking of<br />

Sufferers and carriers to avoid duplicati<strong>on</strong> need to be<br />

established. There is felt need of High prevalence Caste<br />

Populati<strong>on</strong> based Screening strategy to enhance yield of<br />

cases. Timely procurement of solubility & electrophoresis<br />

kits for screening of populati<strong>on</strong> is <strong>on</strong>e of the critical<br />

comp<strong>on</strong>ent.<br />
