2.1 Duct Access<br />

a) Since market 4 analysis decision n° 2008-0835 adopted in July 2008, France Télécom<br />

has to give access to its “local loop” ducts to alternative operators for the roll-out of optical<br />

Fttx networks. The same obligation is planned to be renewed in the next market 4<br />

analysis which could be applied during 20<strong>11</strong>.<br />

b) Access to ducts includes<br />

� access to all ducts which are part of the copper local loop (from the MDF to the street<br />

cabinet and from the street cabinet to the homes),<br />

� access to chambers/man holes.<br />

Access is limited to the purpose of optical rolls out for Fttx networks to the end user.<br />

Rules have to be specified so as to permit several operators to roll-out their own fibre<br />

optical networks in parallel.<br />

Arcep is planning in market 4 analysis review to mandate France Télécom to provide<br />

access to its poles for FttH rolls out.<br />

c) Duct access is directly included in the relevant market, along with access to the copper /<br />

fibre local loop.<br />

d)<br />

� Access to ducts and manholes, alternative operators are allowed to do all the studies<br />

and works on the field. France Télécom has to propose desaturation processes when<br />

there is no space available.<br />

� France Telecom has to provide all the information (maps etc.) it has on its ducts.<br />

� France Telecom has to use the same operational processes for its own fibre roll-out.<br />

France Telecom has to edict engineer rules so as to precise how to deal with the<br />

limited availability in its ducts.<br />
