- Main focus of the initiative/measure (e.g. providing broadband in currently<br />

underserved areas; outlining the regulatory approach towards <strong>NGA</strong>s networks in order<br />

to provide legal certainty and planning security for operators; providing transparency );<br />

The national coverage of high-speed networks is a major challenge for the future of the<br />

territories. The President of the Republic has decided to assign to this project 2 billion in<br />

future investments financed by domestic borrowing.<br />

- Scope and envisaged target of the measure;<br />

The “national ultrafast broadband program", which will allow the implementation of this<br />

project, was released June 14, 2010. It includes, from July 2010 to January 20<strong>11</strong>, a start-up<br />

phase that is a preliminary step to the opening of financial support for deployment of<br />

ultrafast broadband networks.<br />

Under this first phase, the Government is launching a call for expressions of investment<br />

intentions in order to collect investment intentions of operators to deploy ultrafast local loop<br />

networks, in the next 5 years outside very high-density areas.<br />

Network operators can consult the regional consultative bodies established under the Prime<br />

Minister's circular of 31 July 2009 on the development of digital territory, to be aware of<br />

expectations and priorities of the territories over which they have the intention to deploy<br />

ultrafast broadband infrastructure.<br />

These expressions of investment intentions have a commitment value for network operators<br />

and providers of Internet access and serve as a reference in the subsequent phase of<br />

financial support for deployments (parts A and B of the national program).<br />

They will also be a primary source of information to identify areas where effort, including<br />

shared hosting, operators of electronic communications, is not sufficient to deploy a<br />

broadband network.<br />

A new call for expressions of investment intentions will be held every two years to take<br />

account of the update deployment projects actors.<br />
