court. The judicial review hearing is set to take place in Inukjuak
in February 2019.
Nunavik Polar Bear Management Plan
RDD staff continued work on a polar bear management plan
that will encompass both the offshore and the onshore of Nunavik,
as well as covering areas inhabited by the Cree of Eeyou Istchee.
The plan is in response to calls to harmonize the management of
polar bears across the region. It is expected that the plan will be
approved by the HFTCC and the NMRWB in 2019.
Davis Strait Polar Bear Abundance Estimate
RDD Staff also aided Quebec’s MFFP in the second year of a
population estimate for the Davis Strait polar bear subpopulation.
Using a technique called genetic mark-recapture, biologists obtained
genetic samples using a biopsy dart that is fired from a helicopter
and then falls harmlessly from the bear. The genetic material in the
samples allows for an estimate of the number of bears. Observations
indicate that there are lots of bears in the area around Ungava Bay.
Polar Bear Administrative & Technical Committees
Stas Olpinski is the co-chair of the PBAC while Gregor Gilbert is
the co-chair of the PBTC. These two committees coordinate polar
bear management and research in Canada and are comprised of
members of government, wildlife co-management boards, and
Inuit Land Claims Organizations.
HFTCC
Clean-up of Mobile Hunting Camps
Following closure of the caribou sport hunt, the Quebec
Government announced a $16.1-million program to dismantle
mobile hunting camps that had been established throughout the
Naskapi and Inuit territories, beginning in the 1980’s. Makivik has
received $2.5 million in funding and will be responsible for the
clean-up of several camps throughout Nunavik. Mark O’Connor

Plan de gestion de l’ours blanc du Nunavik
Le SDR a poursuivi ses travaux concernant le plan de gestion de
l’ours blanc qui englobera les zones extracôtières et terrestres du
Nunavik, ainsi que les zones habitées par les Cris d’Eeyou Istchee.
Ce plan répond aux demandes d’harmonisation de la gestion de
l’ours blanc dans la région. Il devrait être approuvé par le CCCPP
et le CGRFRMN en 2019.
Estimation de l’abondance d’ours blancs dans le détroit de Davis
Le personnel du SDR a également aidé le MFFP du Québec lors
de la deuxième année de l’estimation de la sous-population d’ours
blancs du détroit de Davis. En utilisant la méthode de marquage-recapture,
inoffensive pour les ours, les biologistes ont obtenu des
échantillons génétiques au moyen de fléchettes à biopsie tirées
à partir d’un hélicoptère. Le matériel génétique contenu dans les
échantillons permet d’estimer le nombre d’ours. Les observations
indiquent qu’il y a beaucoup d’ours dans les environs de la baie
d’Ungava.
Comités administratifs et techniques de l’ours blanc
Stas Olpinski est le coprésident du CAOB, tandis que Gregor
Gilbert est le coprésident du CTOB. Ces deux comités coordonnent la
gestion et la recherche sur l’ours blanc au Canada. Ils sont composés
de représentants des gouvernements, des conseils de cogestion
des ressources fauniques et des organisations de revendications
territoriales.
