It is truly an honour to be writing this message again. It has been
more than 20 years since my last report in these pages as President
of Makivik Corporation. Let me start by thanking you for your support
in the election held last January 2018 for my mandate to serve
Nunavik Inuit.
It is satisfying to see that the Corporation I helped create over
40 years ago is very much alive and healthy. Returning as President
during its 40 th anniversary year was an opportunity to ensure Makivik
continues to run smoothly for all the beneficiaries of the James
Bay and Northern Quebec Agreement. As we were looking at our
accomplishments over the past four decades, I wanted to ensure
that the signatories of the JBNQA were brought back to continue
making a contribution to our collective development.
Thus, for our Annual General Meeting held in Puvirnituq in March
2018 the JBNQA signatories took part at the AGM and once again
helped guide our region on the path towards self-determination.
Shortly following the AGM, we held a Nunavik All Organizations
Meeting in Kuujjuaq in May 2018. Inuit leaders from the main organizations
gathered for a week-long discussion on key issues related
to our self-determination. We emerged from the meeting with two
declarations regarding Arctic sovereignty specifically, and Nunavik
Inuit more generally.
The one-page Declaration on Arctic Sovereignty states that our
rights have been ignored by Canada and other Arctic coastal states
as they work to establish sovereignty over large parts of the Arctic
Ocean seabed. It reiterates the fact Nunavik Inuit have rights in the
marine area and islands offshore of Quebec and Labrador by virtue
of the Nunavik Inuit Land Claims Agreement (NILCA).

C’est pour moi un honneur d’écrire à nouveau ce message. Plus
de 20 ans se sont écoulés depuis mon dernier rapport en tant que
président de Makivik. Je vous remercie pour votre soutien lors des
élections de janvier 2018, ce qui me permet de continuer à servir les
Inuit du Nunavik.
Je constate avec grand plaisir que la société que j’ai aidé à créer
il y a plus de 40 ans est dynamique et en bonne santé. Mon retour à
la présidence à l’occasion du 40 e anniversaire m’offre l’occasion de
m’assurer que le fonctionnement de Makivik se poursuit harmonieusement
pour tous les bénéficiaires de la Convention de la Baie-James
et du Nord québécois. Alors que nous portions un regard sur nos
réalisations des quatre dernières décennies, j’ai exprimé le souhait
que les signataires de la CBJNQ puissent poursuivre leur contribution
à notre développement collectif.
Ainsi, les signataires de la CBJNQ ont pris part à notre assemblée
générale annuelle (AGA) tenue à Puvirnituq en mars 2018, où encore
une fois ils ont contribué à guider notre région sur la voie de l’autodétermination.
Peu de temps après l’AGA, nous avons tenu une réunion de toutes
les organisations du Nunavik à Kuujjuaq en mai 2018. Les dirigeants
des principales organisations se sont réunis pendant une semaine pour
discuter des enjeux clés liés à notre autodétermination. La réunion
s’est conclue par l’adoption de deux importantes déclarations portant
sur la souveraineté dans l’Arctique et l’autodétermination des Inuit
du Nunavik.
La déclaration sur la souveraineté dans l’Arctique affirme que nos
droits ont été ignorés par le Canada et d’autres états côtiers de l’Arctique
alors qu’ils s’efforcent d’établir leur souveraineté sur de vastes
étendues des fonds marins de l’océan Arctique. Elle réitère le fait que
