the Inuit of Chisasibi by the Cree Nation of Chisasibi need to be
resolved on a sustainable basis.
Annex F of the JBNQA Implementation Agreement deals with the
delivery of federally-funded economic development programs in
Nunavik and the objective has been to develop a better approach
to fulfilling Canada’s obligations in this regard under Section 29 of
the JBNQA. Makivik and KRG have jointly proposed a new approach,
which emphasizes putting in place a stable source of funding for
the core economic development services delivered by KRG to entrepreneurs
in Nunavik and developing capacity to provide continuing
equity support to Inuit businesses in Nunavik. In addition, capital
and operational support for the Nunavik Investment Corporation
has been requested to enable it to continue to be a reliable source
of developmental lending to businesses in Nunavik.
Negotiations also continued in 2018 in relation to the renewal
of Annex D of the JBNQA Implementation Agreement, which deals
with the delivery of manpower and training programs. The objective
is to develop a better approach to fulfilling Canada’s obligations in
this area. Makivik and KRG have jointly requested that the funding
agreements to be entered into between the federal government
and KRG for the delivery of these services under Section 29 of
the JBNQA should be for a term of 10 years with administrative
flexibility provided by a block funding agreement including an
annual indexation formula. One area of success this year has been
the securing and integration into the regular funding received by
KRG from the federal government of the budget for the provision
of services to urban Inuit in Montreal.
Discussions also continued related to the provision of funding for
the operation and maintenance of Nunavik’s marine transportation
infrastructure facilities. Currently, funding comes from Quebec but
not from Canada to maintain these important facilities even though
Canada has recognized that it is important for the federal government
to protect the investments that it has made in these facilities.

L’annexe F de l’Entente de mise en œuvre de la CBJNQ traite
des programmes de développement économique financés par le
gouvernement fédéral au Nunavik. L’objectif est de mettre en place
une meilleure approche pour remplir les obligations du Canada à
cet égard en vertu du chapitre 29 de la CBJNQ. Makivik et l’ARK ont
conjointement proposé une nouvelle approche axée sur la mise
en place d’une source de financement stable pour les services de
soutien offerts par l’ARK aux entrepreneurs du Nunavik et l’octroi
d’une source continue de financement par capitaux propres pour
les entreprises inuites du Nunavik. En outre, du soutien financier et
opérationnel a été demandé pour la Société d’investissement du
Nunavik afin de lui permettre de poursuivre sa mission à titre de
source fiable de crédit de développement destiné aux entreprises
du Nunavik.
Les négociations se sont également poursuivies en 2018 en vue
du renouvellement de l’annexe D de l’Accord de mise en œuvre de
la CBJNQ portant sur la prestation de programmes de main-d’œuvre
et de formation. L’objectif est d’élaborer une meilleure approche
pour remplir les obligations du Canada à cet égard. Makivik et l’ARK
ont demandé conjointement que les ententes de financement à
conclure entre le gouvernement fédéral et l’ARK pour la prestation
de programmes de main-d’œuvre et de formation en vertu du
chapitre 29 de la CBJNQ soient d’une durée minimale de dix ans,
incluant la souplesse administrative conférée par un accord de
financement global et une formule d’indexation annuelle. Notons
parmi les réussites de l’année l’obtention et l’intégration dans le
financement régulier de l’ARK du budget versé par le gouvernement
fédéral pour les services offerts aux Inuit vivant en milieu urbain
dans la région de Montréal.
Les discussions se sont également poursuivies concernant
l’octroi de fonds pour l’exploitation et l’entretien de l’infrastructure
maritime du Nunavik. Le financement actuel pour l’entretien
de cette infrastructure vient uniquement du Québec, même si le
Canada a reconnu l’importance de protéger son investissement
dans ces installations.
