ᓄᓇᓕᑐᙯᑦ ᖃᐅᔨᒪᔭᑐᖃᖏᑦ ᐃᓚᐅᑎᑕᐅᖃᑦᑕᓛᕐᑐᑦ ᐅᑭᐅᕐᑕᑐᒥ
local drummers and dancers, and swiftly cleared customs as documentation
had been provided ahead of time for “pre-clearance.”
Following a week of fulsome discussions, the Utqiaġvik
Declaration was approved at the close of the GA. It provides a
roadmap of the issues and concerns ICC as a whole will focus on
during the four years leading towards the next GA in 2022 to be
held in llulissat, Greenland. The Utqiaġvik Declaration contains 10
sections and 58 clauses, covering issues such as climate change,
resource development, relations with the United Nations and Arctic
Council, and specific areas of concern to the Arctic at this time. The
new ICC international chair, Dr. Dalee Sambo Dorough from Alaska
was elected as ICC Chair for the next four years.
Makivik President Charlie Watt Sr. made a series of interventions
at the ICC Canada caucus meetings and at the GA. These were turned
into proposed text for the Utqiaġvik Declaration, with support
from Makivik staff and ICC. Many of the proposals were included
in the declaration, although they were often watered down to
accommodate the concerns of the ICC Chutkotka delegation that
language that could be interpreted as Inuit seeking sovereignty
over their lands would place them at risk from the Russian State.
The 2018 Utqiaġvik Declaration contains many elements that
were proposed by Makivik:
– Air space was added to the list of elements that Inuit see
making up the Inuit circumpolar homeland,
– ICC was directed to advance the rights of Inuit in the UN
Intergovernmental Conference that will be negotiating an
agreement for Marine Biodiversity of Areas Beyond National
Jurisdiction.
– The Utqiaġvik Declaration acknowledges Inuit insistence on a
meaningful leadership and decision-making role at the Arctic
Council.

– L’espace aérien a été ajouté à la liste des éléments que les Inuit
considèrent comme faisant partie de leur territoire circumpolaire,
– Le CCI a été chargé de faire progresser les droits des Inuit lors
de la Conférence intergouvernementale des Nations Unies qui
négociera un accord sur la biodiversité marine des zones ne
relevant pas de la juridiction nationale;
