Nunavik Enrolment Office
Since 2006, The Nunavik Enrolment Office (NEO) has managed the
Nunavik Inuit Beneficiary Lists. This year, it proudly commended
the 10 years of employment of its Registrar, Nancy White. Years of
stability and expertise enabled an efficient year of operation, with
strengthened relations developed with the Quebec Civil Registrar
(DEC).
Since June 16, 2018, when Bill 113, which recognizes the effects
of Inuit customary adoptions on the civil status of the adopters/
adoptees, came into effect, the NEO has provided certificates to
the DEC when Declarations of Inuit Customary Adoption (Form G)
are filled out by all parties to adoptions. Inter-jurisdictional Inuit
customary adoptions are currently ongoing, a first now possible
under this new piece of legislation.
In order to strengthen its mandate, the NEO sought to hire
another staff member. This person will further manage the Nanilavut
Project, a federally-funded program for accessing database information
relating to past TB events. While national apologies by the
Canadian Prime Minister to Inuit families and communities are
expected soon, database inquiries to the NEO will commence. It
is expected that with a fully staffed office, eligibility operations
will be enhanced, and training to the Communities Enrolment
Committees will be planned..
Le bureau d’inscription du Nunavik
Le Bureau d’inscription du Nunavik (BIN) gère les listes des
bénéficiaires du Nunavik depuis 2006. Il a fièrement souligné les
dix années à son service de la registraire, Nancy White. Cette stabilité
et cette expérience ont encore une fois assuré le fonctionnement
efficace du bureau et facilité le renforcement des relations avec le
directeur de l’état civil du Québec (DEC).
Depuis le 16 juin 2018, date d’entrée en vigueur du projet de
loi 113 reconnaissant les effets des adoptions coutumières sur l’état
civil des adoptants et des adoptés, le BIN a fourni des certificats au
DEC lorsque les formulaires de déclaration d’adoption coutumière
inuite (formulaire G) sont dûment remplis par toutes les parties
aux adoptions. Les adoptions coutumières transterritoriales sont
maintenant possibles dans le cadre de la nouvelle législation.
Le BIN a recruté une autre personne cette année afin de consolider
l’exécution de son mandat. Cette personne a notamment
pour tâche de gérer le projet Nanilavut, un programme financé
par le gouvernement fédéral permettant d’accéder à des bases de
données relatives aux événements antérieurs liés à la tuberculose.
Des excuses nationales du premier ministre du Canada aux familles
et aux communautés inuites sont attendues sous peu, mais la
consultation des bases données auprès du BIN a déjà commencé.
Cet ajout de personnel devrait permettre d’améliorer les activités
relatives à l’admissibilité des bénéficiaires et d’offrir de la formation
aux comités d’inscription locaux.
