53It remains the responsibility of the national government to formulatepolicies and implement their accompanying legal, economic andsocial instruments. The national government can help removefundamental barriers by implementing measures encouraginga circular economy. Such incentives can clearly accelerate thetransition process, particularly when they enforce fundamentalchange. For example, the introduction of targeted legislationand impactful economic incentives can redirect our economy.Implementing radically new national policies, however, remainsdifficult due to diverging political and economic interests. Policiesin democratic societies can only be implemented if supported bya parliamentary majority. That is why policy changes tend to occurvia incremental, step-by-step improvements. Only in times ofsevere crisis or when the government can develop broad societalsupport for stricter policies might a window open for faster radicalchanges. The government can create societal support for decisionsto be taken by using online and offline communication. It can alsobe valuable to instate citizen councils which reflect the views of arandom yet representative sample of society. Such councils maysurmount the day-to-day differences of political opinion, thoughdecisions still lie with parliament.These political constraints make it even more relevant to increasesupport for bottom-up circular initiatives and the accompanyingrole of network governance. This book contributes to thisobjective by sharing experiences from implementing a circulareconomy in the Netherlands. Among the countries that have hadsuch experience, the Netherlands stands out. The country buildson a 40-year history of dealing with issues related to the circulareconomy. In the 1980s, we were an early adopter of shifting fromlandfills to incineration and recycling. In the 1990s, ecodesignbecame popular. Consequently, a large body of knowledge andexperience has laid the foundation for circular economy policies.Moreover, network governance to strengthen bottom-up changecould rather easily be adopted in the Netherlands because it
