PRESIDENT MOLLOY: Gentlemen, you have heard the report of the Courtesy Committee.
What is your pleasure?
CHIEF GRAHAM: Mr. President, I move that, the report of the Courtesy Committee
be accepted.
This motion was duly seconded and ckrried.
PRESIDENT MOLLOY: Are there any other Ccmmittees to report?
If not, we will go into the matter of unfinished busihess. Under unfinished business,
I want to cal! upon Roi B. Woolley, as he has something to explain to you. Roi
talked to me this morning, and we thought that we should show a united frcnt in regard
to the matter of radio, so that I am going to let him explain it to you, briefly.
MR. RoI B. WOOLLEY: I shall try to be brief. Now, some of you have talked with
me, and some of you have heard me say that unless we hang together, we will hang
separately.
Now, when it comes to certain over-all, nation-wide movements affecting the fire
service of the nation, at the present time, there is not a full, united front; and it seems
to me imperative that in connection with one or two of those developments, this Associatioa
should be fully represented.
In short, the International Association of Fire Chiefs, for a couple of years, through
the Committee--of which I happen to be the Chairman--has been exploring the need of
a manual on radio operations. To put it another way, it is for the use of radio--how
it is to be procured, and ~o forth--which can be given to every fire chief, to enable him
better to use his radio and to get i_t m_c.re easily.
The Interrational Association has that m~nual ready, now, for distribution to its
Committee for final approval. It only awaits the typing--which will be done Very
shortly "
Now when I take that Manual to Washington--as Chairman of the Ccmmittee
on Communications, of the International--it will bear the approval, we hope--and I
am quite certain it will because they are represented on this Committee--of the Inter-
~ational, the National Board of Fire Underwriters, the National Fire Protecticn As~oclarion,
the International M.unicipal Signal Association, and the International Association
of Fire Chiefs.
, Then tt~e Federal Communications Commission must approve this--and this has
to do with the wordfng, the glossary of terms, rules and regulations unde~r Rule 10 of
the Federal Communications Commi}sion, and they’ will s~.y to me as the Chairman
