Conduct in Group Activities<br />

1. Any University of South Alabama student guilty of disorderly conduct at any function<br />

sponsored by the University or by any University organization is required to leave the<br />

function immediately.<br />

2. Any person not a student at the University of South Alabama who violates these<br />

regulations is also required to leave the function immediately. If he or she is from another<br />

school, a report of his or her actions is forwarded to the appropriate officers at his or her<br />

school.<br />

3. Responsibility for the enforcement of these regulations rests with the officers or appointed<br />

representatives of the organization sponsoring the function.<br />

4. <strong>The</strong> attendance of an organization’s faculty/staff advisor is desirable at organization<br />

functions.<br />

Student Organizations and Political Activities<br />

Registered student organizations in support of specific political candidates may:<br />

• Use USA space consistent with USA’s policy on Speech, Expressive Activities, and Use<br />

of University Space, Facilities, and Grounds (“Use Policy”)<br />

• Reserve USA facilities, including lecture halls, outdoor reservable space, and any other<br />

space available to all registered student groups, to conduct organizational meetings or to<br />

host, sponsor and/or publicize an event on behalf of a candidate.<br />

• However, USA facilities (for purposes of this policy, individual student rooms in University<br />

housing facilities are not considered to be “University facilities”) may not be used to<br />

raise funds through admissions, fees, contributions, donations, or sale of materials or<br />

services to benefit a political party, campaign, or candidate except as provided in the Use<br />

Policy.<br />

• USA must charge a fee for the use of the space equal to the greater of (1) the normal<br />

rental rate for the space or (2) the incremental cost attributable to the use.<br />

• <strong>The</strong> RSO must make it clear both in written materials and at the event that neither the<br />

group nor its members speak on behalf of USA, that USA is not a sponsor of the event,<br />

and that USA does not endorse or oppose any political candidate.<br />

• Distribute campaign literature/paraphernalia consistent with Use Policy<br />

• Hold non-partisan debates on campus<br />

• Promote voter education/registration on campus<br />

• Conduct opinion polls to gauge community sentiment<br />

• Receive organization advisory support by University staff and/or faculty<br />

• Use University email for organization related-correspondence<br />

• Submit materials for posting on the University listserve<br />

• <strong>The</strong> RSO must add the following disclaimer to such listserv postings – “USA does not<br />

endorse or oppose any political candidate”.<br />

Registered Student Organizations in support of a specific candidate may not:<br />

• Solicit donations for a candidate, sell campaign paraphernalia, or make direct monetary<br />

contributions to a particular campaign other than as allowed in the Use Policy and never<br />
