groups of students choose, plan, research and complete academic study and<br />
hands-on projects that result in tangible, real life products. Learning<br />
experiences take place outside the confines of the school building (in the<br />
“real world”) whenever possible; include community experts and cover broad<br />
academic areas of study. The activities require students to develop skills in<br />
time management, teamwork, communication, planning, self-assessment,<br />
problem solving and meaningful applications of acquired knowledge.<br />
The Phantom Knight <strong>School</strong> of Opportunity is governed by an independent<br />
Board of Directors made up of standing members from St. Norbert College<br />
and Schneider National, two parents, two students, and a member of the<br />
community at-large. The Phantom Knight <strong>School</strong> addresses three of<br />
<strong>Wisconsin</strong>’s educational priorities: Serves students at-risk of school failure;<br />
Closes the Achievement Gap; and Encourages Parent and Community<br />
Involvement.<br />

The Waupaca County <strong>Charter</strong> <strong>School</strong> (WCCS) is a collaborative effort of six<br />
school districts, the Waupaca County Department of Human <strong>Services</strong>, and<br />
one of <strong>Wisconsin</strong>’s Cooperative Educational Service Agencies, CESA 5. The<br />
school serves students in grades 6-12. The administrative relationship among<br />
WCCS participants is unique. Although the Weyauwega–Fremont <strong>School</strong><br />
District holds the charter, the charter school is a non-instrumentality and is<br />
managed by CESA 5. CESA 5 employs all charter school personnel,<br />
including a coordinator who oversees daily operations and ensures<br />
educational goals are attained.<br />

Collaborating On Readiness Education for 4-year-olds (CORE 4) is a public<br />
charter school that was developed to serve as an organizational hub building<br />
a strong network of similar educational agencies and enhancing services to<br />
all families of four-year-olds in the community.<br />
The CORE 4 mission is to prevent or close achievement gaps that might<br />
occur among children with limited early learning experiences. Working<br />
together with area providers, CORE 4 increases opportunities for families to<br />
access quality learning environments and also links public health, social,<br />
library, and community agencies in codeveloping unique services to enable<br />
parents to better meet the needs of their growing children. The Parent Co-op<br />
component provides strong individual connections to each child’s family<br />
through participation in the classrooms and family programs.<br />
The CORE 4 <strong>School</strong> was developed through an Integrated Comprehensive<br />
<strong>Services</strong> (ICS) model to better meet the needs of children who may present<br />
learning challenges. A range of services can now be offered, as the Whitnall<br />
<strong>School</strong> District provides services to students with disabilities in both district<br />
and community settings. This ensures that each child will develop and grow<br />
with his or her peers, within the context of the community.<br />
