military sales and international military education and training. Security assistance is a group of programs,<br />
not a mission assigned specifically to <strong>Army</strong> units. However, <strong>Army</strong> units and Soldiers participate in security<br />
assistance programs through peacetime engagement activities and by training, advising, and assisting allied<br />
and friendly armed forces.<br />
Humanitarian and Civic Assistance<br />
7-25. Humanitarian and civic assistance (HCA) provides support to the local population with military<br />
operations and exercises by predominantly U.S. forces. Such assistance must fulfill unit training<br />
requirements that incidentally create a humanitarian benefit to the local population. The assistance that<br />
engineers may provide under HCA is limited to the—<br />
� Construction of rudimentary surface transportation systems.<br />
� Well drilling and construction of basic sanitation facilities.<br />
� Rudimentary construction and repair of public facilities.<br />
7-26. U.S. forces (including engineer headquarters) may be tasked to provide the C2 support necessary to<br />
plan and execute the ground portion of any humanitarian assistance operation. Engineers may also be<br />
tasked to provide the logistics support necessary to relieve human suffering or provide forces to secure an<br />
area and allow the humanitarian relief efforts of other agencies to proceed. Due to the limited capability of<br />
engineers organic to the BCT, engineer augmentation is required to provide even rudimentary assistance<br />
(constructing and repairing surface transportation systems, sanitation facilities, public facilities and<br />
utilities). Engineer assistance may also include constructing feeding centers and disposing of human wastes<br />
and hazardous wastes (HW).<br />
Support to Insurgencies<br />
7-27. An insurgency is an organized movement aimed at the overthrow of a constituted government<br />
through subversion and armed conflict. (JP 1-02) The following seven elements are common to all<br />
insurgencies:<br />
� Leadership.<br />
� Ideology.<br />
� Objectives.<br />
� Environment and geography.<br />
� External support.<br />
� Phasing and timing.<br />
� Organizational and operational patterns.<br />

7-28. On order from the Secretary of Defense, <strong>Army</strong> forces support insurgencies that oppose regimes<br />
which threaten U.S. interests or regional stability. While any <strong>Army</strong> force can be tasked to support an<br />
insurgency, SOF usually receive these missions. Engineer support to insurgency forces is generally limited<br />
to providing geospatial products and constructing SOF operating bases located outside the AO.<br />
7-29. A counterinsurgency is those military, paramilitary, political, economic, psychological, and civic<br />
actions taken by a government to defeat insurgency. (JP 1-02) <strong>Army</strong> forces help the supported government<br />
police, paramilitary, and military forces perform counterinsurgency, area security, or local security<br />
operations while respecting the rights and dignity of the people. They provide advice and assistance in<br />
finding, dispersing, capturing, and destroying insurgent forces. They emphasize the training of national,<br />
state, and local forces to perform essential defense functions. The BCT most often conducts<br />
counterinsurgency operations by providing security for an HN. Security operations include the security of<br />
facilities and installations, defensive operations, and protection of the local population. Organic and<br />
augmenting engineer support to the BCT is similar to that for HCA and may include—<br />
