rising transacti<strong>on</strong> costs (lowered c<strong>on</strong>sumer<br />
and investor c<strong>on</strong>fidence, particularly in cities);<br />
and<br />
the reallocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> development assistance (to<br />
less risky envir<strong>on</strong>ments).<br />
It is <strong>on</strong>ly in accounting for all <str<strong>on</strong>g>of</str<strong>on</strong>g> these costs that<br />
<strong>on</strong>e can achieve a genuinely global picture <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
ec<strong>on</strong>omic c<strong>on</strong>sequences <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence.<br />
Developing a better estimate <str<strong>on</strong>g>of</str<strong>on</strong>g> the ec<strong>on</strong>omic<br />
burden <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence is essential for priori-<br />
tizing, designing, financing, and implementing<br />
effective interventi<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Geneva</str<strong>on</strong>g> <str<strong>on</strong>g>Declarati<strong>on</strong></str<strong>on</strong>g><br />
<strong>on</strong> <str<strong>on</strong>g>Armed</str<strong>on</strong>g> <str<strong>on</strong>g>Violence</str<strong>on</strong>g> and Development empha-<br />
sises how measurement <str<strong>on</strong>g>of</str<strong>on</strong>g> the ec<strong>on</strong>omic costs<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence can encourage investment in<br />
preventive acti<strong>on</strong> and hedging against future<br />
losses. 3 Dem<strong>on</strong>strating who loses what, where,<br />
when, and under what circumstances, can<br />
assist policy-makers, activists, and researchers<br />
in identifying c<strong>on</strong>stituencies to support armed<br />
violence reducti<strong>on</strong> in the public and private<br />
sectors.<br />
Unfortunately, most efforts to calculate the costs<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence at the global or even nati<strong>on</strong>al<br />
level have been frustrated by the absence <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />
unified c<strong>on</strong>ceptual framework, complementary<br />
methodologies, or the availability <str<strong>on</strong>g>of</str<strong>on</strong>g> data over<br />
time. As discussed below, there are c<strong>on</strong>sequently<br />
extreme variati<strong>on</strong>s in estimates. 4<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g> documenting the ec<strong>on</strong>omic<br />
dimensi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence is today widely<br />
appreciated. But research is <str<strong>on</strong>g>of</str<strong>on</strong>g>ten narrowly focused<br />
<strong>on</strong> two core manifestati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence—war<br />
and crime—with issues such as intimate partner<br />
and sexual violence <str<strong>on</strong>g>of</str<strong>on</strong>g>ten left hidden from view.<br />
In the case <str<strong>on</strong>g>of</str<strong>on</strong>g> war, researchers frequently adopt a<br />
case study or cross-country comparative approach,<br />
measuring ec<strong>on</strong>omic effects as a functi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GDP<br />
losses in absolute or relative terms. 5 Such costs<br />
imply a loss <str<strong>on</strong>g>of</str<strong>on</strong>g> income (and purchasing power)<br />
that, in most developing countries, would other-<br />
wise be devoted to the acquisiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> basic needs,<br />
such as food, shelter, and clothing.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g>se studies reveal that the annual burden <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
war-related violence ranges from 2 to 20 per cent<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> a country’s GDP. 6 While the studies have limi-<br />
tati<strong>on</strong>s and c<strong>on</strong>tradicti<strong>on</strong>s, they overwhelmingly
