as high as the global average (7.6 per 100,000<br />
populati<strong>on</strong>).<br />
However, the socioec<strong>on</strong>omic situati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
Americas is qualitatively different to that <str<strong>on</strong>g>of</str<strong>on</strong>g> Africa.<br />
GDP per capita for the Caribbean and South and<br />
Central America is about double that <str<strong>on</strong>g>of</str<strong>on</strong>g> Africa<br />
and the average HDI is 0.78, as compared with<br />
0.53 for Africa. 13 Out <str<strong>on</strong>g>of</str<strong>on</strong>g> a total <str<strong>on</strong>g>of</str<strong>on</strong>g> 41 main armed<br />
c<strong>on</strong>flicts globally, 16 occurred in Africa, while<br />
there were <strong>on</strong>ly 2 in the Americas (DIRECT<br />
CONFLICT DEATH).<br />
This suggests a different set <str<strong>on</strong>g>of</str<strong>on</strong>g> factors associated<br />
with a high homicide rate. While the Americas<br />
regi<strong>on</strong> does have some history <str<strong>on</strong>g>of</str<strong>on</strong>g> armed c<strong>on</strong>flict<br />
(especially in Central and South America), it is<br />
drug trafficking, criminal activity, and youth gangs<br />
that play a more significant role in driving homi-<br />
cide levels, particularly in Central America and the<br />
Caribbean (OTHER FORMS OF ARMED VIOLENCE).<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> drug trade fuels crime in numerous ways:<br />
through violence linked to trafficking; by normaliz-<br />
ing illegal behaviour; by diverting criminal justice<br />
resources from other activities; and, importantly<br />
with respect to homicide, by c<strong>on</strong>tributing to the<br />
widespread availability <str<strong>on</strong>g>of</str<strong>on</strong>g> firearms (UNODC, 2007,<br />
p. 15; UNODC and World Bank, 2007, pp. i–ii).<br />
By comparis<strong>on</strong>, as a regi<strong>on</strong>, Asia has the lowest<br />
average intenti<strong>on</strong>al homicide rate. However, its<br />
subregi<strong>on</strong>s show c<strong>on</strong>siderable variability, from<br />
6.6 per 100,000 populati<strong>on</strong> for Central Asia and<br />
Transcaucasia to 2.8 for East and South-east Asia.<br />
South Asia is slightly higher at 3.4 per 100,000,<br />
as is the Near and Middle East/South-west Asia<br />
at 4.4 per 100,000 populati<strong>on</strong>. It is worth noting<br />
that average homicide levels in South Asia are<br />
almost six times lower than for Africa, even<br />
though average GDP per capita in South Asia is<br />
approximately equal to that for Africa. <str<strong>on</strong>g>The</str<strong>on</strong>g>re is<br />
no clear explanati<strong>on</strong> for this, but it does call for a<br />
nuanced perspective <strong>on</strong> the associati<strong>on</strong> between<br />
ec<strong>on</strong>omic performance (as measured by GDP) and<br />
levels <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence.<br />
Oceania shows a homicide rate slightly higher than<br />
for Asia, at 4.0 per 100,000 populati<strong>on</strong>. Factors<br />
particularly affecting this comparatively low rate<br />
may include the unique geographic and demo-<br />
graphic features <str<strong>on</strong>g>of</str<strong>on</strong>g> Oceania, with some 23 out <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
26 countries or territories having a populati<strong>on</strong><br />
under 1,000,000 pers<strong>on</strong>s. Fifteen <str<strong>on</strong>g>of</str<strong>on</strong>g> these do not<br />
reach 100,000 inhabitants. While the regi<strong>on</strong>al<br />
average is low, countries within Oceania show<br />
c<strong>on</strong>siderable variability, ranging from 15.2 to less<br />
than 1 per 100,000 populati<strong>on</strong>.<br />
