saving lives.<br />
Investing in armed violence preventi<strong>on</strong> and reducti<strong>on</strong><br />
will also mean supporting and reinforcing the<br />
capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> public and private actors to design,<br />
execute, and m<strong>on</strong>itor interventi<strong>on</strong>s. It requires<br />
developing a sophisticated understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> local<br />
c<strong>on</strong>diti<strong>on</strong>s and c<strong>on</strong>cerns through surveys and other<br />
participatory research methods. It demands recognizing<br />
that armed violence has multiple and<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g>ten interacting causes, and does not ebb and<br />
flow in a simple linear fashi<strong>on</strong>. Finally, it requires<br />
protecting the safety and security <str<strong>on</strong>g>of</str<strong>on</strong>g> humanitarian<br />
and development pers<strong>on</strong>nel—many <str<strong>on</strong>g>of</str<strong>on</strong>g> whom are<br />
killed in the line <str<strong>on</strong>g>of</str<strong>on</strong>g> duty. As this report observes,<br />
the violent death rate for aid workers is roughly<br />
60 per 100,000, a disturbing reminder <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
acute risks facing humanitarian workers around<br />
the world.<br />
This <str<strong>on</strong>g>Global</str<strong>on</strong>g> <str<strong>on</strong>g>Burden</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Armed</str<strong>on</strong>g> <str<strong>on</strong>g>Violence</str<strong>on</strong>g> report is<br />
<strong>on</strong>ly the first step towards the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
an internati<strong>on</strong>al armed violence preventi<strong>on</strong> and<br />
reducti<strong>on</strong> agenda. This report highlights the importance<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> developing and enhancing the evidence<br />
base—identifying who is vulnerable, from what<br />
forms <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence, committed by whom,<br />
