will likely emerge. <str<strong>on</strong>g>Armed</str<strong>on</strong>g> groups may therefore<br />

be widely regarded as more legitimate than state<br />

instituti<strong>on</strong>s in the eyes <str<strong>on</strong>g>of</str<strong>on</strong>g> the community (Moser<br />

and McIlwaine, 2006; Moser, 2004).<br />

<str<strong>on</strong>g>Armed</str<strong>on</strong>g> groups are also frequently c<strong>on</strong>nected<br />

through power, patr<strong>on</strong>age, and political affiliati<strong>on</strong>.<br />

Groups include both formal and informal actors<br />

such as soldiers, police, paramilitaries, rebel<br />

groups, and ex-combatants and their dependents,<br />

together with mercenaries, militia groups, criminal<br />

and predatory gangs. Figure 7.1 presents a<br />

stylized typology <str<strong>on</strong>g>of</str<strong>on</strong>g> different types <str<strong>on</strong>g>of</str<strong>on</strong>g> organized<br />

armed groups and the ways in which they are<br />

potentially interlinked.<br />

In many cases, armed groups emerge in the c<strong>on</strong>text<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> a wider social crisis or malaise, itself potentially<br />

shaped by macroec<strong>on</strong>omic distorti<strong>on</strong>s and<br />

political disorder. <str<strong>on</strong>g>Armed</str<strong>on</strong>g> group members and<br />

their backers may coalesce as a reacti<strong>on</strong> to social<br />

and ec<strong>on</strong>omic exclusi<strong>on</strong> rather than as a direct<br />

political project, as was the case <str<strong>on</strong>g>of</str<strong>on</strong>g> the Bakassi<br />

Boys or O’odua People’s C<strong>on</strong>gress <str<strong>on</strong>g>of</str<strong>on</strong>g> Nigeria.<br />

Likewise, the Mai Mai militia <str<strong>on</strong>g>of</str<strong>on</strong>g> the Democratic<br />

Republic <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>go (DRC) and former diam<strong>on</strong>d<br />

miners in Sierra Le<strong>on</strong>e initially banded together<br />

to defend their communities from predati<strong>on</strong>, though<br />

their motives changed over time (Weinstein, 2007).<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> domestic (and in some cases internati<strong>on</strong>al)<br />

legitimacy bestowed <strong>on</strong> such groups is linked in<br />

large measure to their capacity to provide public<br />

goods such as security and services otherwise<br />

lacking to ordinary civilians (Muggah and Jüters<strong>on</strong>ke,<br />

forthcoming).<br />

While not a new phenomen<strong>on</strong>, gangs are emerging<br />

as a major c<strong>on</strong>cern for policy-makers and practi-<br />

ti<strong>on</strong>ers around the world. Gangs are found in all<br />

societies, with the vast majority c<strong>on</strong>stituting little<br />

more than ephemeral groups <str<strong>on</strong>g>of</str<strong>on</strong>g> youth engaged<br />

in behaviour labelled ‘anti-social’ or ‘delinquent’.<br />

Gangs in the more formal sense are defined social<br />

organizati<strong>on</strong>s that display instituti<strong>on</strong>al c<strong>on</strong>tinuity<br />

independent <str<strong>on</strong>g>of</str<strong>on</strong>g> their membership. <str<strong>on</strong>g>The</str<strong>on</strong>g>y exhibit<br />

fixed c<strong>on</strong>venti<strong>on</strong>s and rules that may include, for<br />

example, initiati<strong>on</strong> rites, ranking systems, inducti<strong>on</strong><br />
