<str<strong>on</strong>g>of</str<strong>on</strong>g> these specific risk factors—whether for<br />

criminal or inter-pers<strong>on</strong>al violence—is warranted.<br />

Boxes 3.5 and 3.6 explore the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> demographic<br />

factors and <str<strong>on</strong>g>of</str<strong>on</strong>g> horiz<strong>on</strong>tal inequality <strong>on</strong><br />

the incidence <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence and c<strong>on</strong>flict.<br />

<str<strong>on</strong>g>Armed</str<strong>on</strong>g> violence and its aftershocks tend to<br />

persist well after the formal fighting stops. 15<br />

Anticipating the many forms armed violence<br />

can take in the post-c<strong>on</strong>flict period is essential<br />

security-promoting activities are simply illequipped<br />

to deal with the diverse and complex<br />

Multilateral peace and security operati<strong>on</strong>s have<br />

expanded to deal with irregular forms <str<strong>on</strong>g>of</str<strong>on</strong>g> war, up<br />

to and including peace enforcement operati<strong>on</strong>s,<br />

and to engage in the l<strong>on</strong>ger-term process <str<strong>on</strong>g>of</str<strong>on</strong>g> postc<strong>on</strong>flict<br />

peace- and state-building and democracy<br />

promoti<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> vast majority <str<strong>on</strong>g>of</str<strong>on</strong>g> DDR and arms<br />

c<strong>on</strong>trol operati<strong>on</strong>s are also launched in post-war<br />

and post-c<strong>on</strong>flict settings, and (as Figure 3.2<br />

indicates) they have expanded in scale since the<br />

1990s. <str<strong>on</strong>g>The</str<strong>on</strong>g> development community has also<br />

come to treat underdevelopment as ‘dangerous’<br />

and to invest in interventi<strong>on</strong>s to bolster govern-<br />
