11 In Kosovo the number <str<strong>on</strong>g>of</str<strong>on</strong>g> violent deaths recorded in the<br />

sample populati<strong>on</strong> actually exceeded the number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

calculated excess deaths (both direct and indirect) in the<br />

c<strong>on</strong>flict. This may be a statistical artefact due to the small<br />

numbers used to calculate ratios, but it also reflects the<br />

fact that intenti<strong>on</strong>al injury was a cause <str<strong>on</strong>g>of</str<strong>on</strong>g> death in Kosovo<br />

even before the most intense phase <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>flict. Some<br />

direct deaths may therefore have been included in the<br />

number <str<strong>on</strong>g>of</str<strong>on</strong>g> expected deaths for the populati<strong>on</strong>.<br />

12 This figure includes civilian victims <str<strong>on</strong>g>of</str<strong>on</strong>g> violence in c<strong>on</strong>flict;<br />

the number <str<strong>on</strong>g>of</str<strong>on</strong>g> combatant deaths is lower.<br />

13 A qualitative assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> the most important <strong>on</strong>going<br />

c<strong>on</strong>flicts would support this assumpti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a 4:1 indirect<br />

to direct death ratio as a minimum average.<br />

14 <str<strong>on</strong>g>The</str<strong>on</strong>g> Complex Emergency Database (CE-DAT) is an <strong>on</strong>line,<br />

publicly accessible, searchable database <str<strong>on</strong>g>of</str<strong>on</strong>g> global<br />

humanitarian emergencies. It c<strong>on</strong>tains more than 1,800<br />

surveys previously collected in complex emergencies<br />

occurring since the year 2000. <br />
