Refugee and internally displaced populati<strong>on</strong>s<br />

in camps and settlements are <str<strong>on</strong>g>of</str<strong>on</strong>g>ten exposed<br />

to high levels <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> chapter c<strong>on</strong>cludes by noting that there are a<br />

range <str<strong>on</strong>g>of</str<strong>on</strong>g> security promoti<strong>on</strong> strategies to quell<br />

the effects <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence that can be useful<br />

in post-war (as well as n<strong>on</strong>-war) c<strong>on</strong>texts. <str<strong>on</strong>g>The</str<strong>on</strong>g>se<br />

range from post-c<strong>on</strong>flict disarmament, demobilizati<strong>on</strong>,<br />

and reintegrati<strong>on</strong> (DDR) to security sector<br />

reform (SSR) and activities focused <strong>on</strong> armed<br />

violence preventi<strong>on</strong> and reducti<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se interventi<strong>on</strong>s may be useful if targeted at<br />

specific groups at risk for, or vulnerable to, violence,<br />

and at potential ‘spoilers’ (individual<br />

combatants and groups) <str<strong>on</strong>g>of</str<strong>on</strong>g> peace transiti<strong>on</strong>s.<br />

But these programmes <str<strong>on</strong>g>of</str<strong>on</strong>g>ten lack clear measures<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> effectiveness particularly when they c<strong>on</strong>tend<br />

with the criminal and quasi-political violence that<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ten overtakes politically oriented violence in<br />

the post-c<strong>on</strong>flict period. Medium- and l<strong>on</strong>g-term<br />

strategies that are not pursued in isolati<strong>on</strong> may<br />

be more useful to reduce the risks <str<strong>on</strong>g>of</str<strong>on</strong>g> high levels<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> post-c<strong>on</strong>flict armed violence.<br />

A comm<strong>on</strong> belief is that when armed c<strong>on</strong>flicts<br />

come to an end improved safety and security will<br />

so<strong>on</strong> follow. While direct c<strong>on</strong>flict deaths rapidly<br />

decline when war ends, new forms <str<strong>on</strong>g>of</str<strong>on</strong>g> armed violence<br />

can emerge, and the level <str<strong>on</strong>g>of</str<strong>on</strong>g> indirect deaths<br />

can remain comparatively high until access to<br />

basic services is re-established. 1 C<strong>on</strong>flict and postc<strong>on</strong>flict<br />

armed violence substantially increases<br />

the exposure <str<strong>on</strong>g>of</str<strong>on</strong>g> civilians, particularly women and<br />

children, the elderly, and the displaced, to a higher<br />

risk <str<strong>on</strong>g>of</str<strong>on</strong>g> mortality and morbidity (WHO, 2008a;<br />

2008b; Ghoborah, Huth, and Russett, 2003). For<br />

example, in the wake <str<strong>on</strong>g>of</str<strong>on</strong>g> the 1990–91 Gulf War,<br />

<strong>on</strong>e expert remarked that ‘far more pers<strong>on</strong>s died<br />

from postwar health effects than from direct war<br />

effects’ (Dap<strong>on</strong>te, 1993). Where wars are especially<br />

l<strong>on</strong>g and severe, post-c<strong>on</strong>flict mortality and<br />

morbidity can escalate further still.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> persistence <str<strong>on</strong>g>of</str<strong>on</strong>g> above-average rates <str<strong>on</strong>g>of</str<strong>on</strong>g> mortality<br />

and morbidity in the post-c<strong>on</strong>flict period is<br />

linked to reduced financial investment and human<br />

resources in public infrastructure, including health<br />

care. Depending <strong>on</strong> the length and severity <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

c<strong>on</strong>flict, the pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al health workforce may<br />

be seriously depleted, <str<strong>on</strong>g>of</str<strong>on</strong>g>ten taking generati<strong>on</strong>s<br />

to recover (Hoeffler and Reynal-Querol, 2003).<br />

But because surveillance and m<strong>on</strong>itoring systems<br />

may also collapse, there are c<strong>on</strong>siderable challenges<br />

to defining and measuring the global burden<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> post-c<strong>on</strong>flict armed violence. 2 Another challenge<br />

is linked to disagreements over how to define<br />

‘post c<strong>on</strong>flict’: as with definiti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘war’, ‘armed<br />

c<strong>on</strong>flict’ and ‘violent crime’, there is no internati<strong>on</strong>ally<br />

agreed definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> when a country is <str<strong>on</strong>g>of</str<strong>on</strong>g>ficially<br />

pre- or post-c<strong>on</strong>flict.<br />

A post-c<strong>on</strong>flict situati<strong>on</strong> is here described as a<br />

situati<strong>on</strong> following an armed c<strong>on</strong>flict, character-
