the results indicate a generally high level <str<strong>on</strong>g>of</str<strong>on</strong>g> suc-<br />
cess <str<strong>on</strong>g>of</str<strong>on</strong>g> the various criminal justice systems.<br />
Nevertheless, these figures should not underesti-<br />
mate the significance <str<strong>on</strong>g>of</str<strong>on</strong>g> the problem <str<strong>on</strong>g>of</str<strong>on</strong>g> ineffective<br />
justice and correcti<strong>on</strong>al services for violence pre-<br />
venti<strong>on</strong> and reducti<strong>on</strong>. In Guatemala, for example,<br />
in the year 2000 there were 2,707 murders with a<br />
suspect and <strong>on</strong>ly 197 without suspects (UNODC,<br />
2007, p. 32). In additi<strong>on</strong>, 37 per cent <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>dents<br />
in a survey for Latinobarómetro (2004) indicated<br />
that it is possible to bribe a judge to receive a<br />
reduced sentence (see Figure 4.9). Other Central
