A new constitution was adopted on 22 December 1990. The president<br />

H.E. Mr. STJEPAN MESI∆, PRESIDENT OF THE REPUBLIC OF CROATIA<br />
President of the Republic of Croatia, born in Orahovica on 24 December 1934. Graduated from the Faculty of<br />
Law at the University of Zagreb. Prominent student leader and member of the Parliament of the Socialist<br />
Republic of Croatia. Because of his involvement in the political movement “Croatian Spring”, he served a one-<br />
-year prison sentence at the Stara Gradiπka Penitentiary. 1990: Secretary of the HDZ (Croatian Democratic<br />
Union) and Prime Minister of the first Government of the Republic of Croatia. By decision of the Parliament of<br />
the Republic of Croatia he became a member of the Presidency of the SFR of Yugoslavia. President of the SFRY<br />
Presidency until 5 December 1991, when he resigned. Until the second elections in Croatia, Chairman of the<br />
HDZ Head Committee. 1992: elected Speaker of the Croatian Parliament. 1994: dissatisfied with the HDZ policies,<br />
founded the Croatian Independent Democrats party (HND) and was relieved of the office of Speaker. 1997:<br />
enters together with other HND members the Croatian National Party (HNS). Executive HNS Vice-President and<br />
President of the Zagreb branch of HNS. 7 February 2000: elected President of the Republic of Croatia. 15<br />
February 2000: withdrew from the HNS party. 18 February 2000: assumed the office of the President of the<br />
Republic of Croatia at the official inauguration.<br />
GOVERNMENT AND STATE ADMINISTRATION The Government of the Republic of Croatia holds<br />
executive authority in accordance with the Constitution and the law. The Government of the Republic of Croatia<br />
consists of the Prime Minister, one or more Deputy Prime Ministers and Ministers. Without the Government’s<br />
approval, the Prime Minister and members of the Government may not perform any other public or professional<br />
service.<br />
The Government of the Republic of Croatia:<br />
• proposes laws and by-laws to the Croatian Parliament,<br />
• proposes the state budget and the final budget,<br />
• implements laws and other resolutions by the Croatian Parliament,<br />
