In the context of the globalisation process, the strategic guidelines for the development of the Croatian trade<br />
are: consolidation in the field of mergers and company take-overs, emphasizing the importance of large facilities,<br />
development of own brands, diversification of store services, development of electronic trade, developing<br />
partner relationships with domestic industries and penetration of world markets. The introduction of new forms<br />
of commerce, franchise systems, grouping of the domestic trade through voluntary association of business entities<br />
in order to reap the benefits of economy of scale, are only some of the processes we need to persist in.<br />
Efficient trade, which will satisfy the needs of Croatian customers in terms of assortment, price and quality,<br />
must be created. It is also necessary to strengthen the regulations related to consumer protection and to ensure<br />
fair competition.<br />

nomic and social needs. Croatian university programmes, especially those in medical and technical science,<br />
meet the highest international standards.<br />
International experience shows that the economy is particularly competitive in countries where significant<br />
funds are invested in the development of human resources. Accordingly, the priorities for the national educa-<br />
tional system have been determined:<br />
• reform of primary and secondary school education<br />
• development of a dual education system<br />
• innovation of university programmes<br />
• flexibility of the educational system (vertical and horizontal mobility)<br />
• establishing a framework for the development of life-long education (informal education).<br />
Promoting the development of small and medium-sized enterprises and adjustment to the conditions of business<br />
operations in the global market have resulted in the flexibility of educational activities within the cham-<br />
ber system.
