• passes ordinances on the execution of the law,<br />
• implements foreign and internal policies,<br />
• directs and supervises the work of the state administration,<br />
• promotes the economic development of the country,<br />
• directs the activities and the development of public services,<br />
• performs other tasks as provided by the Constitution and the law.<br />
The organization, working methods, decision-making and types of by-laws adopted by the Government are<br />
prescribed by the law and the rules of procedure.<br />
The Government is responsible to the Croatian Parliament. The Prime Minister and the members of the<br />
Government bear joint responsibility for the Government’s decisions and are personally responsible for their<br />
respective areas of work.<br />
The structure and activities of the State Administration and the manner of their performance are determined<br />
by the law. Certain activities of the State Administration can be legally assigned to the bodies of local and<br />
regional self-government units and legal persons with public authority. The status of state officials as well as<br />
work and legal status of employees are regulated by law and other regulations.<br />
LOCAL, MUNICIPAL AND REGIONAL SELF-GOVERNMENT Citizens are guaranteed the right<br />
to local and regional self-government. The right to self-government is exercised through local or regional representative<br />
bodies consisting of members elected through free and secret elections, based on direct decisionmaking,<br />
in accordance with the law and municipal charter.<br />
Citizens can directly participate in managing local affairs, through meetings, referendums and other forms of<br />
direct decision-making, in accordance with the law and municipal charter.<br />
The units of local self-government are municipalities and cities, and their areas are defined as provided by<br />
law. Other units of self-government may also be established under the law. The units of regional self-government<br />
are counties. The area of a county is defined as provided by law.<br />
Under the law, the capital city of Zagreb may be given the status of a county. Larger cities in the Republic<br />
of Croatia may be given the authority of a county.<br />
