Lottery<br />
“Hrvatska lutrija” (Croatian Lottery) has the right of organising lottery games of chance, but only upon the<br />
approval by the Ministry of Finance for the rules of the respective game of chance.<br />
The lottery prize fund amounts to at least 50% of the base, which is calculated as the total value of lottery<br />
tickets issued, or the total amount of payments received for games like tombola, lotto, bingo, ken and others,<br />
reduced by VAT.<br />
GAMES IN CASINOS<br />
The Croatian Lottery (Hrvatska Lutrija) has the right of unrestricted organisation of games of chance in casinos.<br />
Other companies can obtain this right only upon a decision by the Government of the Republic of Croa-<br />
tia, i.e. upon being granted a licence (concession). The concession is given for the period of ten years.<br />
Companies bidding for the concession must have an initial capital in the amount of 4,000,000 HRK and a<br />
bank guarantee in the amount of 1,200,000 HRK .<br />
The concession fee for the organisation of games of chance in casinos amounts to 15%, and is paid on a base<br />
which is calculated as a sum of daily accounts for each type of games organised in a casino.<br />
BETTING<br />
The right of organizing betting activities can be obtained through a decision by the Government of the Re-<br />
public of Croatia to grant a concession. The concession is granted after a sucessful public invitation for bids.<br />
Companies that have the approval to organize betting must have authorised stock capital in the amount of<br />
at least 3,000,000 HRK and a bank guarantee in the amount of 5,000,000 HRK to secure the payment of winnings<br />
and settlement of liabilities. The concessionaire pays a monthly fee in the amount of 5% of a base that<br />
is calculated as a total amount of payments.<br />
