AND CONSTRUCTION In 2002 the Croatian building industry, an important sector of the<br />

total value of construction contracts carried out abroad within the first nine months of 2002 amounted to USD<br />

131.5 m, 95.6% of which was earned in Europe.<br />

The program of Socially Stimulated Housing Construction has numerous positive effects on a whole range of<br />

economic operators (project engineers, building companies, industry of building material and other related<br />

industries) it is implemented with so-called public funds (state, towns and municipalities), loans from com-<br />

mercial banks and personal funds.<br />

In order to improve the accessibility of housing loans, Croatia has adopted legislation that enables a combined<br />

use of budgetary incentives and personal savings held in banks. Several building societies have been<br />

established as an important source of domestic earmarked long-term savings for which an annual budgetary<br />

premium is allocated.<br />

Large foreign companies have already penetrated the Croatian investment market. Since April 2001, two companies<br />

have been in charge of the management, building and maintenance of roads in Croatia: HAC-Croatian<br />

Highways Ltd. and HC-Croatian Roads Ltd. Professional work related to concessions and supervised by the<br />

Ministry of Public Works, Reconstruction and Construction is conducted by Croatian Highways Ltd.<br />

Currently, construction of motorways is one of the major investment projects in Croatia. Building, maintenance<br />

and reconstruction of motorways is based on the Public Roads Construction and Maintenance Programme<br />

made by the Government of the Republic of Croatia.<br />

The two largest construction projects of HAC-Ltd. within the Programme are the Zagreb (Bosiljevo)-Split<br />

Motorway and the Zagreb-GoriËan Motorway.<br />

The completion of the Zagreb-Macelj section and of the Istrian Upsilon is planned to be carried out through<br />

concession agreements. The Zagreb-Split Motorway, in a length of 316.5 km, should be completed by 2005, and<br />

some of its parts even sooner, depending on the rapidity of construction.
