82/2 SRA. PRESIDENTA (Vicidomini) – En consideración en general. Tiene la palabra el señor legislador Jorge Barragán. SR. BARRAGÁN – Gracias, señora presidenta. Este proyecto propicia la reforma de la ley A número 40, que dio origen a la creación del Boletín Oficial y que fuera sancionada el 12 de diciembre de 1958. A pesar del tiempo transcurrido sólo hubo una pequeña modificación en el artículo 4º inciso e) efectuada por la ley 356, de fecha 30 de septiembre de 1964. Como sabemos, el avance de la tecnología hace que los Estados se modernicen, acorde a esto y en concordancia al espíritu de la ley recientemente sancionada por esta Legislatura, la número 4.767 y que esta ley viene a derogar, se incorpora la edición digital del Boletín Oficial manteniendo los mismos efectos jurídicos que la edición impresa. Una vez más, con este proyecto este Gobierno da cumplimiento a los compromisos asumidos ante el pueblo rionegrino de modernizar el Estado poniéndolo en pie de igualdad con el resto de las provincias y la Nación. Es por estos motivos que solicito a esta Cámara el acompañamiento para su aprobación. Nada más, gracias. SRA. PRESIDENTA (Vicidomini) – Gracias, legislador Barragán. Tiene la palabra el señor legislador Betelú. SR. BETELÚ – Gracias, señora presidenta. Para adelantar que nuestro bloque va a acompañar la sanción de este proyecto y solicitarle al bloque del oficialismo que en el trámite entre la primera y segunda vuelta podamos juntarnos a conversar por algunas adaptaciones que consideramos sería importante hacerle a este proyecto. Brevemente, recién cuando el miembro informante hablaba de este proyecto, de su sanción, lo cual es cierto, es una de las leyes fundacionales de la organización estatal rionegrina de nuestra joven provincia, no obstante nosotros hace un tiempo atrás, en esta Legislatura sancionamos un proyecto de ley que lleva por número 4.767, y en aquel momento cuando se presentó, que tenía que ver con esto, con la modernización de esta ley que también acompañamos en aquel momento, hicimos algunas consideraciones y sugeríamos, más que la sanción de una nueva ley, sugeríamos adaptar la famosa ley 40, y bueno, tratamos de hacer entender nuestra postura y hoy la vemos, con agrado, receptada por el proyecto que manda el Ejecutivo.
