Chapitre 1 Mécanisme monétaire créditiste Des chapitres qui précèdent, il résulte que, pour corriger le système économique et mettre la production au service des consommateurs, il n’est nullement besoin de changer le mode de production, qui est très efficace. Il n’est que de fournir aux consommateurs le moyen de réclamer ce qu’ils veulent de la production, tant qu’elle est capable de le fournir. A cette fin, le Crédit Social demande une régie du système monétaire pour rendre l’argent conforme aux faits de la production et mettre cet argent au service des consommateurs. Une certaine quantité d’argent atteint déjà le consommateur par le moyen du salaire pour le travail accompli, ou par la vente de produits sur le marché, ou par le revenu de placements. Mais rien n’assure en tout temps aux consommateurs un pouvoir d’achat global suffisant pour acheter la production globalement offerte. Puis l’argent doit être soustrait à une tutelle qui le taxe à son origine et qui lui impose un terme de durée sans aucun rapport avec la durée de la capacité de production. Les propositions monétaires formulées par le Major C. H. Douglas, l’ingénieur écossais initiateur de la doctrine créditiste, semblent propres à corriger le système monétaire, sans heurts, sans bouleverser les méthodes de production, sans supprimer la poursuite du profit qui stimule la production, sans la moindre atteinte à la liberté personnelle et sans ingérence indue de l’Etat dans les activités économiques. On peut ainsi résumer les propositions monétaires du Crédit Social: 1. Contrôle national de la monnaie; 2. Un compte de crédit national, reflétant en tout temps la véritable richesse du pays; 3. Emission de toute monnaie nouvelle nécessaire, du côté de la consommation, de deux manières, se complétant l’une l’autre: a) Par un dividende national à chaque citoyen, reconnaissant ainsi le droit de chacun à un héritage commun, facteur de production;b) Par un ajustement des prix, pour équilibrer définitivement le pouvoir d’achat global avec la production offerte, évitant toute inflation comme toute déflation.
