31. Input from institutional <strong>and</strong> community staff,<br />
Elders <strong>and</strong> Aboriginal Liaison Officers will be<br />
obtained in applicable cases.<br />
32. For offenders serving sentences of 10 years or<br />
more, the focus of the initial activities or<br />
programs should be related to assisting the<br />
offender in adjusting to the institution <strong>and</strong> to the<br />
sentence.<br />
33. <strong>Correctional</strong> Plans are not changed unless there<br />
is a significant change in the factors contributing<br />
to the offender’s criminal behaviour. In these<br />
cases, a change in the <strong>Correctional</strong> Plan is<br />
addressed by completing a <strong>Correctional</strong> Plan<br />
Progress Report (CPPR) using the content<br />
guidelines in <strong>CD</strong> 712-1 – Pre-Release Decision<br />
Making.<br />
34. Indicate in the <strong>Correctional</strong> Plan, the interest of<br />
Aboriginal offender, in pursuing a release plan<br />
under section 84 of the Corrections <strong>and</strong><br />
Conditional Release Act (CCRA). Where<br />
agreements under section 81 of the CCRA are in<br />
place <strong>and</strong> the offender is eligible to be<br />
transferred, the <strong>Correctional</strong> Plan will reflect this.<br />
35. When the offender’s achievement grade level is<br />
below grade ten or the equivalent, or when<br />
upgrading is required for participation in<br />
correctional or vocational programs, or<br />
CORCAN, participation in Adult Basic Education<br />
must be included in the offender’s <strong>Correctional</strong><br />
Plan (see <strong>CD</strong> 720 – Education of Offenders).<br />

31. Il faut consulter des membres du personnel en<br />
établissement et dans la collectivité, des Aînés et<br />
l'agent de liaison autochtone, selon le cas.<br />
32. Lorsque le délinquant purge une peine de dix ans<br />
ou plus, les activités initiales et les premiers<br />
programmes prévus à son Plan correctionnel<br />
devraient viser à l'aider à s'adapter à l'établissement<br />
et à sa peine.<br />
33. Le Plan correctionnel n'est modifié que s’il se<br />
produit un changement important dans les facteurs<br />
qui contribuent au comportement criminel du<br />
délinquant. Le cas échéant, il faut rédiger un Suivi<br />
du plan correctionnel (SPC) en suivant les lignes<br />
directrices sur le contenu qui figurent dans la<br />
DC 712-1 – Processus de décision prélibératoire.<br />
34. Si le délinquant est autochtone et qu'il exprime la<br />
volonté de bénéficier d'un plan de libération<br />
conditionnelle visé à l’article 84 de la Loi sur le<br />
système correctionnel et la mise en liberté sous<br />
condition (LSCMLC), il faut l’indiquer au Plan<br />
correctionnel. Lorsque des accords ont été conclus<br />
en vertu de l’article 81 de la LSCMLC et que le<br />
délinquant est admissible à un transfèrement dans<br />
le cadre d’un tel accord, il faut rédiger le Plan<br />
correctionnel en conséquence.<br />
35. Lorsque le niveau de scolarité du délinquant est<br />
inférieur à une dixième année ou l’équivalent, ou<br />
lorsqu’il doit améliorer ses connaissances pour<br />
participer à des programmes correctionnels, à des<br />
programmes de formation professionnelle ou aux<br />
programmes de CORCAN, sa participation au<br />
programme de formation de base des adultes doit<br />
être incluse dans son Plan correctionnel (voir la<br />
DC 720 – Éducation des délinquants).<br />
