creates a constant temptation to powerful armed states to impose their<br />
will on their neighbours one by one unti1 they reach a position of local<br />
or world domination in the name of peace. Indeed in an anarchy, im-<br />
perialism, or the contro1 of one race by another, either in a relatively<br />
benevolent or in a ruthless form, may be the only way in which the risk<br />
of war can be temporarily ended and peace attained, where federal<br />
union is out of reach.<br />
Thus national sovereignty is the root cause of the most crying evils of<br />
our time and of the steady march of humanity back to tragic <strong>di</strong>saster and<br />
barbarism. It is a denial of the brotherhood of man and of the principle<br />
that there ought to be one law or sovereignty, based on mora1 principle,<br />
uniting and governing the whole earth.<br />
IIJ<br />
Federal Union the only remedy<br />
The only final remedy for this supreme and catastrophic evi1 of our<br />
time is a federal union of the peoples so that while every nation is<br />
completely self-governing in its own interna1 affairs al1 the people are<br />
united into a single commonwealth for their common affairs. The prin-<br />
cipal common affairs of this commonwealth of man would be order and<br />
fedence, the regulation of international trade and migration, citizen-<br />
ship, currency, and some forms of debt and taxation, inter-state com-<br />
munications, and the adrninistration of the common assets and respon-<br />
sibilities of the federal union.<br />
It is for this principle that the movement known as Federal Union,<br />
which has parallel rnovements in other democracies, unequivocally<br />
stands. It is the only way in which the pacifist idea1 can be realized in<br />
practice. It is the only way in which the artificial <strong>di</strong>slocation of trade and<br />
employment by economic nationalism can be ended, in<strong>di</strong>vidualand<br />
national liberty can be rnade secure, and war can be ended arnong men.<br />
Federal Union, however, recognizes that the establishment of a world<br />
constitution, accomplishing these blessings, cannot be accomplished at<br />
a single step. The commencement of federal union and the creation of<br />
a nucleus of world government is only possible between nations who<br />
have a sufficient unity in spirit, civilization and institutions to enable<br />
them to begin to feel that they form a single community for certain<br />
purposes once the appropriate institutions exist. To force incompatibles<br />
into a union would risk substituting civil for international war. It con-<br />
siders, therefore, that the nucleus should consist of nations which accept<br />
the principle that government must be conducted with the consent of<br />
the governed, and who base their political life upon the freedorn and<br />
responsibility of the in<strong>di</strong>vidual. Any nation which accepted these princi-<br />
ples and had demonstrated its capacity to apply them would be entitled<br />
to join.<br />
This does not mean that such a federal union of free and responsible<br />
peoples should be opposed to any other nation or group of nations<br />
which preferred other systems. It would be willing to participate in any<br />
universal system of co-operation like the League of Nations, especially if<br />
it was equipped with rnachinery enabling it to limit economic national-<br />
ism and for equalizing economic opportunity and the standard of living<br />
among al1 nations. But federalism being the only tme method of en<strong>di</strong>ng<br />
international anarchy nations should not refrain from federal union just<br />
because others were not ready for it. Successful federalism rnust rest<br />
upon the acceptance of certain common principles, and free institutions<br />
seem to be the only basis for a federal community of nations.<br />
IV<br />
The Federal Constitution<br />
It is doubtful if it is possible to foresee to-day what a federal union of<br />
nations will be like. The form of these great historic constmctions emer-<br />
ges red-hot from events rather than from the academic drawing-board.<br />
The real task is to develop a sense of comrnunity and common patriot-<br />
isrn arnong nations, rising above but in no way undermining the <strong>di</strong>ffer-<br />
ente and independence of nationality itself - the strongest and within<br />
limits the most creative force in the modern world - and to <strong>di</strong>scover the<br />
institutions which will give fu11 play both to national and to world corn-<br />
monwealth patriotism.<br />
The nature of the problern can, perhaps, best be seen by a brief<br />
rezza, e questa necessità le obbligherà ad anteporre le considerazioni<br />
strategiche e militab alla giustizia internazionale e alla lealta dei rappor-<br />
ti. Nei rapporti internazionali l'anarchia porta necessariamente a sosti-<br />
tuire l'egoismo ai pnncipi morali. Non meno inesorabilmente conduce<br />
all'impenalismo. Infatti crea negli statipili forti la tentazione costante<br />
<strong>di</strong> imporre la loro volontà ai vicini, uno alla volta, sino a raggiungere<br />
una posizione d supremazia locale o mondale in nome della pace. Anzi<br />
in regime <strong>di</strong> anarchia, l'impenalismo, o il controllo a? una razza da<br />
parte <strong>di</strong> un 'altra, sia in forma relativamente benevola che in forma spie-<br />
tata, è forse l'unico modo in cui si può porre fine temporaneamente al<br />
pericolo <strong>di</strong>guerra e garantire lapace.<br />
Così la sovranità nazionale sta alla ra<strong>di</strong>ce dei maliptii palesi del nostro<br />
tempo e della costante regressione dell'umanità verso i/ <strong>di</strong>sastro e la<br />
barbane. Essa è la negazione della fratellanza umana e del principio<br />
della necessità <strong>di</strong> un 'unica legge o sovranità, basata sui pnnczpi morali,<br />
che unisca e governi tutta la terra.<br />

L'Unione Federale è l'unico rime<strong>di</strong>o<br />
L'unico n'me<strong>di</strong>o deciriuo a questo supremo e catastrofico male del<br />
nostro tempo e un 'Unione Federale dei popoli la quale, pur consentendo<br />
ad ogni nazione il completo autogoverno negli affari interni, fon<strong>di</strong><br />
tutti i popoli in una sola comunità per quanto nguarda gli affari comuni.<br />
I pn'nczpali affari comuni <strong>di</strong> questa comunità umana sarebbero l'ordzne<br />
e la <strong>di</strong>fesa, la regolamentazione del commercio internazionale, delle<br />
migrazioni, della citta<strong>di</strong>nanza, delia moneta, e <strong>di</strong> akune forme <strong>di</strong><br />
debito e <strong>di</strong> tassazione, delle comunicazioni internazionali e dell'amministrazione<br />
dei beni come delle responsabilità comuni delL4Unione Federale.<br />
E per questo princzpio che si batte il movimento denominato Unione<br />
Federale, il quale esiste in varie forme anche in altre democrazie. Questo<br />
< l'unico modo in cui l'ideale pactfista può essere realizzato in pratica.<br />
E l'unico modo in cui si può porre fine alla <strong>di</strong>slocazione artzficiosa deil'economia<br />
e deiell'occupazione provocata dal nazionalismo economico,<br />
garantire la libertà in<strong>di</strong>viduale e nazionale e far cessare la guerra tra gli<br />
uomini.<br />
L'Unione Federale n'conosce però che non si può approdare con un<br />
solo passo ad una costituzione mon<strong>di</strong>ale che assicuri questi benefici.<br />
L'inizio dell'u'nione Federale e la creazione <strong>di</strong> un nucleo <strong>di</strong> governo<br />
mon<strong>di</strong>ale sono pos~ibili solo tra nazioni che abbiano sufficiente unità a?<br />
spirito, civiltà e istituzioni per cominciare a sentirsi a certi fini una sola<br />
comunità, una volta che gli organi adatti siano stati creati. Costringere<br />
a,lllunione delle forze incompatibili vuoi &e rzschiare a? sostituire la<br />
guerra civile alla guerra internazionale. I federalisti ritengono perciò che<br />
quel nucleo dovrebbe esser composto dalle nazioni che accettano ilprìncipio<br />
che il governo deve basarsi sul consenso dei governati, e fondano<br />
la loro vita politica sulla libertà e sulla responsabilità dell'in<strong>di</strong>viduo.<br />
lMutte le nazioni che accettino questiprincipi e <strong>di</strong>mostnizo la loro capacità<br />
<strong>di</strong> applicarli avrebbero a'iritto ad entrare nell'unione.<br />
Questo non significa che una szffatta unione <strong>di</strong> popoli liben' e responsabili<br />
dovrebbe osteggiare altre nazioni o gruppi <strong>di</strong> nazioni che prefenssero<br />
altri sistemi. Sarebbe <strong>di</strong>sposta a partecipare a qualsiasi sistema <strong>di</strong><br />
cooperazione universale sul tipo della Società delle Nazioni, specialmente<br />
se fosse provvisto <strong>di</strong> strutture che gli consentisse <strong>di</strong> limitare il nazionalimo<br />
economico e <strong>di</strong> parificare le possibilità economiche e il livello a'i<br />
vita delle nazioni. Ma essendo il federalismo l'univo vero modo <strong>di</strong> porre<br />
fine all'anarchia internazionale, le nazioni non debbono astenersi dall'Unione<br />
Federale soltanto perchénon tutte sono pronte. Per riuscire il<br />
federalismo deve basarsi sull'accettazione <strong>di</strong> certi pnncipi comuni; e le<br />
libere istituzionisembrano costituire l'unica base d una comunità federale<br />
<strong>di</strong> nazioni.<br />
IV<br />
La Costituzione federale<br />
È molto <strong>di</strong>fficile prevedere oggi come sarà un7Unione Federale <strong>di</strong><br />
nazioni. La forma concreta <strong>di</strong> queste gran<strong>di</strong> costruzioni storiche emerge<br />
dal calore degli avvenimenti piuttosto che da un accademico tavolo da<br />
<strong>di</strong>segno. Il vero compito è <strong>di</strong> sviluppare un senso della comunità e un<br />
comune patriottismo tra le nazioni che si collochino su un piano superiore<br />
senza però ledere le <strong>di</strong>fferenze e l'in<strong>di</strong>pendenza della singola nazionalità<br />
- poiche' questa è la forza pili possente e, entro certi limiti,<br />
piiì creativa del mondo moderno ; e <strong>di</strong> escogitare quelle istituzioni<br />
che <strong>di</strong>ano libero giuoco sia alpatriottismo nazionale che alpatbottismo<br />
