We need to continuedeepening our integration efforts in the region as well. Regional integrationis <strong>es</strong>sential for the wellbeing and prosperity of the population around theBaltic Sea. The Open Method of Coordination that the “Baltic Sea Strategy”repr<strong>es</strong>ents do<strong>es</strong> not require EU treaty chang<strong>es</strong> or new institutions. On thecontrary, it requir<strong>es</strong> a more efficient and more integrated use of the existingmechanisms and existing dom<strong>es</strong>tic administrative institutions and busin<strong>es</strong>s<strong>es</strong>.The European Union is seeking a new integration model, with anemerging core of more deeply integrated and coordinated countri<strong>es</strong>. To mymind, it is just natural that the Baltic Sea region should be repr<strong>es</strong>ented asprofoundly as possible.So I turn to the second point of my speech — the immediate nec<strong>es</strong>siti<strong>es</strong>in the Baltic Sea region that provide busin<strong>es</strong>s opportuniti<strong>es</strong>. The Baltic Searegion, as mentioned, is among the most diverse and culturally rich regionsin the world. It combin<strong>es</strong> well <strong>es</strong>tablished, politically mature societi<strong>es</strong> withnewcomers to world politics who have had dramatic political and economictransformation experienc<strong>es</strong>. Economically, the region includ<strong>es</strong> some of therich<strong>es</strong>t countri<strong>es</strong> in the world with the Welfare State capitalist model, as wellas countri<strong>es</strong> that have a relatively recently introduced liberal, open marketsystem. What they all have in common is a willingn<strong>es</strong>s to provide theirpopulations and their entrepreneurs with the opportuniti<strong>es</strong> and possib il -iti<strong>es</strong> to become world leading busin<strong>es</strong>s<strong>es</strong>.Therefore, it is <strong>es</strong>sential for all of our countri<strong>es</strong>, alongside our politi -cians and public officials, to build on th<strong>es</strong>e opportuniti<strong>es</strong>. We must buildopportuniti<strong>es</strong> for quick, easy and efficient ways of communicating, co m -muting and collaborating. It is our duty to facilitate the emergence of acommon digital market in the region, improve transport and transit rout<strong>es</strong>,provide energy r<strong>es</strong>ourc<strong>es</strong> by integrating our electricity markets and diver -sifying our gas markets, and prepare an environment for scientific ex cellence.It is a nec<strong>es</strong>sity that we use the geographical location of the Baltic Stat<strong>es</strong>,including both emerging connections like the Northern Distribution Networkand the Baltic Sea itself, to bring both ha<strong>lv</strong><strong>es</strong> of the Baltic Sea into asingle system.Our Nordic partners have demonstrated their inter<strong>es</strong>t in doing busin<strong>es</strong>sin the Baltic Stat<strong>es</strong> not only by providing local economi<strong>es</strong> with financialcapital for compani<strong>es</strong>, but also through direct inv<strong>es</strong>tment in local compani<strong>es</strong>.
