Russia tri<strong>es</strong> to coordinate BASREC’s activiti<strong>es</strong> with other multi -lateral institutions and programs — the EU, Northern Dimension Environmental<strong>Par</strong>tnership and Nordic Council of Ministers.The CBSS is also the main venue for cooperation in the field of educa -tion and youth. For example, the EuroFaculti<strong>es</strong> are an education projectlaunched by the CBSS with the aim of adapting university education inthe Baltic Sea Stat<strong>es</strong> and Russia to modern r<strong>es</strong>earch and teaching standards(Bologna proc<strong>es</strong>s). Succ<strong>es</strong>sful projects have been run in Kaliningrad(2000–2007). The Kant University in Kaliningrad sugg<strong>es</strong>ted <strong>es</strong>tablishing aBaltic Network Institute of Law as a follow-up to the EuroFaculty project.A new EuroFaculty is under construction in the Pskov State University.As far as youth cooperation is concerned, a concept of the “Baltic Artek”youth camp 28 was introduced by the Administration of the KR in December2009. The CBSS supported the international workshop s<strong>es</strong>sion at the BalticArtek Youth Camp focusing on Regional Identity, Democracy and SustainableLif<strong>es</strong>tyl<strong>es</strong> that was held in July-August 2012.It should be mentioned that the Council is succ<strong>es</strong>sfully overcoming itsidentity crisis caused by the 2004 round of EU enlargement. Since almostall CBSS member stat<strong>es</strong> (except Iceland, Norway and Russia) joined theEU, the Council has had to redefine its strategic goals and missions andstrengthen its institutional basis. In line with the Riga Declaration of 2008and the “Vision for the Baltic Sea Region by 2020” (20<strong>10</strong>), both conceptualand institutional reforms of the Council are underway. Moreover, Moscowbeliev<strong>es</strong> that the CBSS, being too dependent on external sourc<strong>es</strong> of funding,needs to strengthen its own financial basis by creating a special facility thatshould be funded directly by the Council’s member stat<strong>es</strong>.The regional actors expected two main innovations from the RussianCBSS pr<strong>es</strong>idency (1 July 2012–30 June 2013): (1) a new Russian Balticdoctrine and, (2) Russian proposals on how to better coordinate its polici<strong>es</strong>with the EUBSR. Th<strong>es</strong>e expectations, however, did not materialize. Itappeared that, when the long-awaited program of the Russian pr<strong>es</strong>idencywas published almost three months after the beginning of the pr<strong>es</strong>idency28Artek is an international youth recreation camp on the Black Sea coast in Crimea, which isfamous for its unique, friendly atmosphere and education opportuniti<strong>es</strong>.
