The occupational health & safety requirements shall be the subject for compulsory implementation
by employers and employed persons as soon as the industrial relations occur between them as well
as in case of engagement of employed persons in performing works (rendering services) as
specified by article 2 of the present Law having no labor relations with employers.
When the occupational health & safety requirements are not mentioned in the regulatory legal acts
and in technical regulatory legal acts too the employers take necessary measures to ensure
preservation of life, health and work ability of employed persons in the course of their work.
Chapter 2 - State Administration in the Sphere of Occupational Health &
Safety
Article 4. State administration in the sphere of occupational health & safety
The state administration in the sphere of occupational health & safety is exercised by the President
of the Republic of Belarus, the Government of the Republic of Belarus, republican bodies of state
administration, other state organizations subordinate to the Government of the Republic of Belarus,
local executive and administrative bodies within the scope of their competence.
Article 5. Authorities (powers) of the President of the Republic of Belarus in the sphere of
occupational health & safety
The President of the Republic of Belarus determines uniform state policy in the sphere of
occupational health & safety and exercises other powers in this sphere in compliance with the
Constitution of the Republic of Belarus, the present Law and other legislation acts.
Article 6. Authorities (powers) of the Government of the Republic of Belarus in the sphere of
occupational health & safety
The Government of the Republic of Belarus ensures the implementation of uniform state policy in
the sphere of occupational health & safety, defines, within the scope of its competence, the
authorities (powers) for the republican bodies of state administration, other bodies subordinate the
Government of the Republic of Belarus in the sphere of occupational health & safety, initiates
working out of target programs of improvement of working conditions and occupational health &
safety standards, exercises other powers in the sphere of occupational health & safety assigned by
the Constitution of the Republic of Belarus, by the Laws of the Republic of Belarus and by the acts
of the President of the Republic of Belarus.
Article 7. Authorities (powers) of the republican bodies of state administration and other
state organizations subordinate to the Government of the Republic of Belarus in the sphere
of occupational health & safety
The republican bodies of state administration and other state organizations subordinate to the
Government of the Republic of Belarus exercises:
