o formulate target programs for improvement of working conditions and occupational health &
safety standards;
o adopt, either independently or jointly with republican bodies of sate administration, the
cross-sectoral rules on occupational health & safety, model instructions on occupational
health & safety issues and other regulatory legal acts;
o work out jointly with bodies of state administration and other organizations subordinate to
the Government of the Republic of Belarus and adopt standard sectoral norms of free
supply to employed persons of protective equipment and means;
o exercise supervision and verification over observance of occupational health & safety
legislation;
o examine working conditions and occupational health & safety status and the control over the
quality of assessment of workplaces with respect to working conditions;
o exercise monitoring of working conditions and occupational health & safety status as well as
analyzing violations of occupational health & safety legislation and reasons of industrial
injuries and occupational diseases and shall submit in the order established by legislation to
the bodies of state administration its proposals on prevention measures;
o carry out and coordinate research activities in the sphere of occupational health & safety;
o participate in promotion of statistical accounting in the sphere of occupational health &
safety;
o develop international cooperation in the sphere of occupational health & safety, formulates
drafts of international agreements and treaties in the sphere of occupational health & safety;
o perform organizational and technical support to the activity of the republican commission
which is entitled to evaluate the professional knowledge in the sphere of occupational health
& safety issues of heads and members of commissions belonging to republican bodies of
state administration and to other state organizations subordinate to the Government of the
Republic of (hereinafter referred to as commission);
o exercise other authorities and powers in the sphere of occupational health & safety foreseen
by the legislation.
Article 8. Authorities (powers) of local executive and administrative bodies in the sphere of
occupational health & safety.
Local executive and administrative bodies exercise:
o state administration of occupational health & safety on the territorial level;
