(63) Zinsrisiko im Bankbuch<br />
Ein Zinsrisiko ist bei Überhängen von fixverzinslichen Positionen aufgrund von Verän<strong>der</strong>ungen <strong>der</strong> Marktzinsen<br />
gegeben. Das Zinsrisiko wird über die Zinsrisikoposition laufend beurteilt. Dazu werden die fixverzinslichen<br />
Aktiva und Passiva einschließlich <strong>der</strong> Derivate hinsichtlich ihrer Zinsbindungsdauer in Laufzeitbän<strong>der</strong> eingetragen.<br />
Daraus wird eine Gap-Analyse mit Szenarien durchgeführt und <strong>der</strong> Value at Risk nach dem RiskMetrics-<br />
Verfahren berechnet (Konfidenzniveau 99 %, Haltedauer 1 Monat). Die Steuerung des Zinsrisikos für das<br />
Bankbuch erfolgt in zumindest monatlichen Sitzungen des Asset Liability Committees, wie sie in <strong>der</strong> <strong>Investkredit</strong><br />
Bank <strong>AG</strong> und <strong>der</strong> Kommunalkredit Austria <strong>AG</strong> eingerichtet worden sind. Dabei werden Zinseinschätzungen<br />
und <strong>der</strong>en Risikoauswirkungen in Form von Barwertän<strong>der</strong>ungen und Stress-Szenarien diskutiert und<br />
Steuerungsmaßnahmen beschlossen.<br />
(64) Liquiditätsrisiken<br />
Mit analogen Methoden wird auch das Liquiditätsrisiko behandelt, d.h. Zahlungsverpflichtungen im Zeitpunkt<br />
<strong>der</strong> Fälligkeit nachkommen zu können bzw. bei Bedarf ausreichend Liquidität zu den erwartenden Konditionen<br />
beschaffen zu können. Mit <strong>der</strong> Liquiditätsbilanz können offene Liquiditätsrisiken innerhalb zukünftiger<br />
Laufzeitbän<strong>der</strong> identifiziert werden. Fristenkonforme Refinanzierungen und damit Minimierung von Liquiditätsrisiken<br />
sind eine wesentliche Zielgröße im Rahmen <strong>der</strong> Banksteuerung und bei <strong>der</strong> Planung von Neuemissionen.<br />
Die kurzfristige Liquiditätssicherung <strong>der</strong> <strong>Investkredit</strong>-<strong>Gruppe</strong> wird im Konzern <strong>der</strong> Österreichischen<br />
<strong>Volksbank</strong>en-Aktiengesellschaft wahr genommen. In einer täglichen Liquiditätsplanung wird unter Einbeziehung<br />
des Mindestreserveerfor<strong>der</strong>nisses, bekannter zukünftiger Cashflows und prognostizierten Zahlungsströmen<br />
eine Liquiditätsvorschau für die nächsten 60 Tage errechnet. Ein Abgleich <strong>der</strong> Daten mit dem Cash Management<br />
und eine Anpassung <strong>der</strong> Planwerte wird ebenfalls täglich durchgeführt. Auch die langfristige Liquiditätsplanung<br />
wird in Abstimmung mit <strong>der</strong> Konzernspitze vorgenommen. Die Verbindlichkeiten gegenüber<br />
<strong>der</strong> Konzernobergesellschaft haben sich daher im Geschäftsjahr von EUR 6,0 Mrd. auf EUR 6,6 Mrd. erhöht.<br />

(63) Interest-rate risk in the banking book<br />
With changing market interest rates, the bank may encounter interest-rate risks if it holds a surplus of<br />
fixed-rate positions. The interest-rate risk is, however, assessed continuously in the light of the interestrisk<br />
item. For this purpose, fixed-rate assets and liabilities, as well as <strong>der</strong>ivative instruments are entered into<br />
maturity periods according to their respective interest-lockup period. As a consequence, a gap analysis<br />
using different scenarios is carried out and the value at risk is calculated by means of the RiskMetrics<br />
method (confidence level of 99%, holding period of 1 month). An Asset & Liability Committee set up at<br />
both <strong>Investkredit</strong> Bank <strong>AG</strong> and Kommunalkredit Austria <strong>AG</strong> is responsible for managing interest-rate risk<br />
for the bank book at their meetings that are held at least once a month. At these meetings estimates of<br />
interest rates and the risk effects that movements would have in the form of changes to cash values as<br />
well as stress scenarios are discussed and appropriate management measures are decided upon.<br />
(64) Liquidity risks<br />
Similar methods are used to assess liquidity risks, enabling the bank to meet its payments when they are<br />
due, as well as to procure sufficient means un<strong>der</strong> the expected conditions if the need occurs. The liquidity<br />
balance sheet allows those responsible to identify liquidity risks within future maturity periods. Refinancing<br />
with matching maturity dates, thus minimising liquidity risks, is a major aim for those managing the<br />
Bank and planning new issues. The short-term liquidity of the <strong>Investkredit</strong> Group is ensured through the<br />
Österreichische <strong>Volksbank</strong>en-Aktiengesellschaft Group. Daily liquidity planning, taking into account<br />
minimum reserve requirements, known future cash flows and forecast payment flows, is used to calculate<br />
a liquidity forecast for the next 60 days. A comparison of data with cash management and adaptation<br />
of forecasts is also implemented daily. Long-term liquidity is also planned in agreement with top<br />
management. As a result, liabilities owed to the bank’s holding company increased in this financial year<br />
from EUR 6.0 bn to EUR 6.6 bn.<br />
