Question : According to the Estimates, the provision for the programme “Sewage
Services” is $28.1 million higher than that of last year, mainly due to the
expenditure for operating new plants. As such, will the Government please
list out the breakdown of the operating cost for each of the new plants and the
proportion to the $28.1 million?

Reply : The increase in provision of $28.1 million for 2003-04 is mainly due to increased
requirements for operating new plants, and for maintenance to cope with the
growing length of sewers and ageing of sewage facilities. Out of the $28.1 million,
only $3.8 million is related to the full commissioning of new sewage treatment
facilities. The details of operating costs are listed below :-
