Potential Funding Sources for Implementing CCP Projects<br />

Many projects included in the CCP may be implemented in full or in part by sources other than the<br />

Refuge annual budget. These projects could be funded through partnerships with other local, state,<br />

or federal agencies, special legislative appropriations, or grants (e.g., National <strong>Fish</strong> <strong>and</strong> <strong>Wildlife</strong><br />

Foundation, National Coastal Wetl<strong>and</strong>s Grants Program, NOAA Restoration Center Grants).<br />

Other potential sources of funding for restoration projects include: the North American Wetl<strong>and</strong>s<br />

Conservation Act Grants Program; <strong>and</strong> the Cooperative Endangered Species Conservation Fund.<br />

6.8.2 Compatibility <strong>and</strong> Appropriate Use Determinations<br />

As described in Chapter 1, the Improvement Act requires that all uses permitted on a NWR must<br />

be compatible with Refuge purposes <strong>and</strong> the mission of the NWRS <strong>and</strong> shall not be inconsistent<br />

with public safety. Before activities or uses are allowed on a Refuge, uses must be found to be<br />

both appropriate <strong>and</strong> compatible. A compatible use is defined as a proposed or existing wildlifedependent<br />

recreational use or any other use of a Refuge that, based on sound professional<br />

judgment, will not materially interfere with or detract from the fulfillment of the Refuge System<br />

mission or the purposes for which a Refuge was established. A determination of whether or not a<br />

use is appropriate is required for all but wildlife-dependent recreational uses, which are identified<br />

in the Improvement Act as hunting, fishing, wildlife observation <strong>and</strong> photography, <strong>and</strong><br />

environmental education <strong>and</strong> interpretation.<br />

Compatibility determinations have been prepared for wildlife observation, interpretation, <strong>and</strong><br />

environmental education. Both an appropriate use evaluation <strong>and</strong> compatibly determination have<br />

been prepared for mosquito management. These documents are provided for public review <strong>and</strong><br />

comment in Appendix A.<br />
