Conventional l<strong>and</strong> excavators, motor graders, <strong>and</strong> dump trucks would be used to<br />

achieve the desired elevations <strong>and</strong> excess material would be removed to an appropriate<br />

offsite location. The restoration proposals in Alternative C include 11 acres of restored<br />

coastal sage scrub. Little, if any, earthwork would be required to prepare these areas<br />

for restoration. All of the restoration proposals in Alternative B would require some<br />

level of earthwork, with the greatest volume of cut occurring in areas proposed for<br />

intertidal salt marsh <strong>and</strong> mudflat habitat. As a result, the amount of grading necessary<br />

to implement Alternative C would be considerably less that that required for<br />

Alternative B. The specific details regarding volumes of cut <strong>and</strong> fill <strong>and</strong> overall site<br />

design <strong>and</strong> grading would be provided during the preparation of preliminary <strong>and</strong> final<br />

restoration plans <strong>and</strong> construction specifications.<br />

Once grading has been completed <strong>and</strong> the desired elevations have been achieved,<br />

native plants appropriate to the range of elevations present at each site would be<br />

installed to supplement natural species recruitment. Areas proposed for<br />

wetl<strong>and</strong>/upl<strong>and</strong> transitional <strong>and</strong> coastal sage scrub would require the greatest density<br />

of installed plant material. Wetl<strong>and</strong>/upl<strong>and</strong> transitional habitat <strong>and</strong> coastal sage scrub<br />

habitat would be planted in the fall when temperatures are cooler <strong>and</strong> the likelihood for<br />

precipitation is higher. The native wetl<strong>and</strong>/upl<strong>and</strong> transitional vegetation would<br />

consist of species such as alkali heath, estuary seablite, alkali weed, salt grass, sea<br />

lavender, <strong>and</strong> shore grass. The primary components of the coastal sage scrub habitat<br />

would include flat-top or California buckwheat, California sagebrush, lemonade berry,<br />

coyote brush, coast sunflower, white sage, <strong>and</strong> coastal goldenbush. Soil amendments<br />

<strong>and</strong> a moisture gel packs would be used as described under Alternative B.<br />

Under this alternative, the non-native vegetation on the four highest mounds of the<br />

eastern-most isl<strong>and</strong> in Case Road Pond would be removed <strong>and</strong> the sites topped with<br />
